Արցախի պետական նախարար Ռուբեն Վարդանյանը, Rusarminfo-ին տված հարցազրույցի ընթացքում ասել է, որ Հայաստանը Ադրբեջանի կողմից Արցախի շրջափակմանը չի արձագանքում այնպես, ինչպես սպասում էին։

Հարցին՝ արդյոք միջազգային արձագանքը համապատասխան է, համարժեք է, Ռուբեն Վարդանյանը պատասխանել է․ «Ես տեսնում եմ, որ շատ մարդիկ տարբեր երկրներում արձագանքում են, բայց որպես պետություններ, որպես միջազգային կազմակերպություններ, ոչ, իհարկե, նույնը Հայաստանում էլ։ Ինչո՞ւ ենք ուրիշ երկրների մասին խոսում, մենք Հայաստանի մասին կարող ենք խոսել։ Հայաստանը չի արձագանքում այնպես, ինչպես ես սպասում էի, ես զարմացած եմ։ Իսկապես ինձ համար անսպասելի է տեսնել այդպիսի անտարբերություն, այդպիսի զգուշություն սրա հետ կապված»,-ասել է պետական նախարարը։ 

Նա նաև նշել է, որ այս իրադարձությունները սպասելի են եղել իրենց համար․ «Երբ ես եկել եմ, Կառավարության առաջին նիստը եղել է, թե ինչպես ենք պատրաստվում ձմեռվան։ Առաջին նիստի առաջինը հարցը եղել է այն, որ այս ձմեռ լինելու է շատ վտանգավոր, շատ ցուրտ»։ 

Ռուբեն Վարդանյանը նաև նշել է, որ իր՝ Արցախ տեղափոխվելը Ադրբեջանի համար մեծ խնդիրներ է բերել․ «Ես բոլորի պլանները խախտեցի։ Իմ այստեղ գալը շատ մեծ խնդիր բերեց Ադրբեջանի համար և այն ուժերի համար, ովքեր ուզում են, որ այս հարցը ուրիշ ձև լուծվի և՛ Հայաստանում, մի մաս էլ Արցախում էլ կա, որ շատ ուրախ կլինեն, որ այս իրավիճակը հանգիստ գնար ու առանց իմ մասնակցության։ Ես հասկանում եմ, որ իմ այստեղ գալը բերել է ավելի մեծ հետաքրքրություն Արցախի նկատմամբ աշխարհում, ավելի մեծ արձագանք՝ ինչ է կատարվում Արցախում։ Մարդկանց մոտ ավելի շատ ոգևորություն կա, հավատ կա։ Այս երեք օրվա մեջ մարդկանց հետ շփումը ցույց տվեց, որ հույս կա, որ ոչ միայն ես, այլ իմ հետ եկած մարդիկ ստեղծելու են նոր մթնոլորտ, նոր իրավիճակ, որը եղել է 1990-ականների սկզբին, երբ Արցախյան շարժումը նոր սկսվել էր»։ 

Նա նաև նշել է, որ Արցախում խուճապային տրամադրություններ չկան․ «Այնպես չի, որ ամեն ինչ կանգնած է, ոչինչ չի աշխատում, ուղղակի պետք է հասկանալ, որ եթե մենք այսպես ապրելու ենք ամբողջ ձմեռը, լուրջ մարտահրավեր է, որը պատրաստ ենք ընդունելու ու խնդիր չկա»։

Հիշեցնենք, որ դեկտեմբերի 12-ի առավոտյան ժամը 10:30-ից մի խումբ ադրբեջանցիներ` բնապահպանական պատճառաբանություններով փակել են Ստեփանակերտ-Գորիս մայրուղու Շուշի-Քարին տակ հատվածը` շրջափակման մեջ դնելով Արցախի 120.000 բնակիչների։ 1100 քաղաքացիական անձինք, այդ թվում՝ 270-ը անչափահասներ, չեն կարողանում վերադառնալ Արցախ, նրանց մի մասը ժամանակավոր մնացել է Սյունիքի մարզում։ Ընդհատված է Շուշիի շրջանի Լիսագոր, Մեծ Շեն, Հին Շեն և Եղցահող գյուղերի տրանսպորտային կապը մայրաքաղաք Ստեփանակերտի հետ։ Ադրբեջանը դեկտեմբերի 13-ից խափանել էր նաև Արցախի Հանրապետության գազամատակարարումը: Դեկտեմբերի 16-ին գազամատակարարումը վերականգնվել է:
