Լաչինի միջանցքի շուրջ ստեղծված իրավիճակի վերաբերյալ Աբովյան համայնքի ղեկավար Էդուարդ Բաբայանը, ով հանդիսանում է նաև ՄԱԿ-ի տնտեսական և սոցիալական խորհրդի (ԷԿՕՍՕԿ) հայաստանյան գրասենյակի կողմից մարդու իրավունքների ռեֆերենտ, կոչով դիմել է ՄԱԿ-ի գլխավոր քարտուղար Անտոնիո Գուտերեշին և ՄԱԿ-ի տնտեսական և սոցիալական խորհրդի նախագահ Լաչեզարա Ստոևային։
Կից ներկայացնում ենք գրությունն ամբողջությամբ։
Դեկտեմբերի 12-ից մի խումբ ադրբեջանցիներ, որոնք ներկայացել են որպես բնապահպաններ, փակել են Արցախը Հայաստանի հետ կապող միակ ճանապարհը: Ըստ ադրբեջանական լրատվամիջոցների՝ ակցիան քաղաքական նկատառումներ չունի, ակտիվիստները այդ քայլին են դիմել, երբ նրանց արգելվել է բնապահպանական դիտարկումներ կատարել Դրմբոնի և Կաշենի հանքավայրերի տարածքում:
Ակնհայտ է, սակայն, որ բնապահպանական դիտարկումները պատրվակ են. ստեղծված իրավիճակը, մեկ բառով և վստահորեն կարող ենք ներկայացնել որպես բլոկադա, այս ընթացքում ադրբեջանցիները բազմիցս հնչեցրել են նաև քաղաքական պահանջներ և սպառնալիքներ: Արդեն շուրջ 10 օր է՝ Արցախը Հայաստանին կապող կյանքի ճանապարհը ադրբեջանցիները արգելափակել են, 120 000-ից ավելի արցախահայեր փաստացի ապրում են շրջափակման մեջ:
Դեռևս դեկտեմբերի 12-ին Արցախի մարդու իրավունքների պաշտպանը հաղորդել էր, որ Արցախ-Հայաստան ճանապարհի փակման հետևանքով 1100 մարդ ձմեռվա ցուրտ պայմաններում մնացել է ճանապարհին՝ նրանց թվում 270-ը երեխաներ: Պետք է նկատենք, որ ադրբեջանցիները անտեսելով մարդու իրավունքները, միջազգային մարդասիրական իրավունքի նորմերը, Արցախում շարունակում են ստեղծել հումանիտար աղետ. անհնարին է դարձել սննդի, դեղորայքի և առաջին անհրաժեշտության ապրանքների մատակարարումը, խախտվել է Արցախի հանրապետության բուժհաստատություններում գտնվող բազմաթիվ հիվանդների կյանքի և առողջության իրավունքը, ովքեր շտապ կարիք ունեն բուժումը շարունակելու Երևանում: Խախտվել են հազարավոր մարդկանց կրթության, աշխատանքի, ազատ տեղաշարժի և բազմաթիվ այլ իրավունքներ ու հիմնարար ազատություններ:
Որպես ՄԱԿ-ի ԷԿՕՍՕԿԻ հայաստանյան գրասնեյակի կողմից մարդու իրավունքների ռեֆերենտ, որպես մարդու իրավունքների և հիմնարար ազատությունների պաշտպանության ջատագով՝ խորապես մտահոգված եմ մեր հայրենակիցների ճակատագրով: Արցախը ունի բոլորիս կարիքը, դիմում եմ ձեզ խնդրանքով և ակնկալիքով, որ գործադրելով բոլոր հնարավոր միջոցառումները, կվերականգնեք արցախահայության բնականոն կյանքն ու գործունեությունը, կնպաստեք Արցախի ժողովրդի ինքնորոշման իրավունքին և կկանխեք նոր ցեղասպանության վտանգը:
Կոչ ենք անում միջազգային բոլոր կազմակերպություններին դիմել հնարավոր ամեն քայլի Արցախի շրջափակումը կասեցնելու և Արցախում բնակվող մարդկանց կյանքի իրավունքը պաշտպանելու համար:
