Արցախի Ազգային ժողովը հայտարարություն է տարածել, որում ասվում է․ «2022թ. դեկտեմբերի 12-ին՝ կեղծ բնապահպանական պատրվակով, հերթական անգամ կոպտորեն խախտելով 2020թ. նոյեմբերի 9-ի եռակողմ հայտարարությամբ ձեռք բերված պայմանավորվածությունները, Ադրբեջանի իշխանությունների կողմից Արցախը Հայաստանին և արտաքին աշխարհին կապող միակ ճանապարհի՝ Լաչինի միջանցքի արգելափակումը հումանիտար աղետի վերածվելու և փխրուն խաղաղությունը խաթարելու ու տարածաշրջանային նոր ապակայունացման միտում ունի:
Լեռնային Ղարաբաղի (Արցախի) Հանրապետության բարձրագույն օրենսդիր մարմինը երախտագիտություն է հայտնում խնդրով մտահոգ երկրներին, միջազգային կառույցներին՝ ՄԱԿ-ի Անվտանգության խորհրդին, ՄԻԵԴ-ին՝ Ադրբեջանի կողմից շրջափակված Լեռնային Ղարաբաղի (Արցախի) Հանրապետությունում ստեղծված հումանիտար ճգնաժամային իրավիճակին արձագանքելու համար:
Արցախի Հանրապետության Ազգային ժողովը դիմում է ՄԱԿ-ին՝ բնապահպանական մտացածին պատրվակով Ադրբեջանի իշխանությունների սադրանքները քողազերծելու, տարածաշրջանային բնապահպանական հիմնախնդիրներին ծանոթանալու և համապատասխան եզրակացություններ ներկայացնելու նպատակով կիրառել միջազգային անհրաժեշտ գործիքակազմեր, մասնավորապես Շրջակա միջավայրի ծրագրի (UNEP) շրջանակում մոնիտորինգային խումբ գործուղել Արցախի Հանրապետություն և հարակից տարածքներ:
