Գաղտնիք չէ, որ ստվերային տնտեսության առկայությունը պայմանավորված է կանխիկ գումարների շրջանառության հետ, հետևաբար, տնտեսության մեջ առկա ստվերը նվազեցնելու ու թաքցված եկամուտները հարկային դաշտ բերելու նպատակով, հարկային մարմինը միջոցներ է ձեռնարկում՝ «Անկանխիկ գործառությունների մասին» ՀՀ օրենքով սահմանված կարգավորումների պահպանման նկատմամբ։ 

Մասնավորապես, կոմիտեի հետաքննության և օպերատիվ հետախուզության վարչության աշխատակիցները ձեռնարկել են համալիր օպերատիվ-հետախուզական միջոցառումներ, որոնց ընթացքում միասնական մտահղացման շրջանակում, մտացածին և ճշմարտանման տեղեկությունների օգտագործման միջոցով, «հարսանեկան միջոցառման» նախապատրաստության շրջանակում հսկիչ գնումներ են կատարվել։

Այդ նպատակով՝

–ավտովարձույթի ծառայություններ մատուցող «ՄԻԼԵՆԻՈՒՄ ՍՎԻԹ» ՍՊԸ-ից պատվիրվել է չորս ավտոմեքենա, ընդհանուր 860 000 ՀՀ դրամ արժեքով, որի համար կանխիկ վճարվել է  500 000 ՀՀ դրամ կանխավճար, սակայն գանձումից հետո չի տրամադրվել ՀԴՄ կտրոն և չեն պահպանվել «Անկանխիկ գործառնությունների մասին» ՀՀ օրենքով սահմանված կանխիկ դրամով գումարի ընդունման սահմանափակումները: Արձանագրված տուգանքի չափը կազմել է 1 000 000 ՀՀ դրամ:

–«ՄՈՆ ԱՄԻ» ֆիրմային անվամբ ծաղիկների վաճառքով և դիզայնով զբաղվող «ՄՈՆԱՄԻ» ՍՊԸ-ից պատվիրվել է 3 500 000 ՀՀ դրամ ընդհանուր արժողությամբ հարսանեկան ձևավորում, որի համար վճարվել է 1 000 000 ՀՀ դրամ կանխավճար, որը վճարվել է առձեռն, որի գանձումից հետո չի տրամադրվել ՀԴՄ կտրոն և չեն պահպանվել «Անկանխիկ գործառնությունների մասին» ՀՀ օրենքով սահմանված կանխիկ դրամով գումարի ընդունման սահմանափակումները: Արձանագրված տուգանքի չափը կազմել է 990 656 ՀՀ դրամ:
