Գեղարքունիքում ադրբեջանական հանցավոր արաքների հետևանքով առաջացել են լքված գյուղեր, խմելու ջրի հասանելիության լրջագույն խնդիրներ կամ չկա առհասարակ, խաթարված է մարդկանց անվտանգությունը: Այս մասին հայտարարություն է տարածել ՀՀ նախկին ՄԻՊ, «Թաթոյան» հիմնադրամը:

Հայտարարությունում նաեւ ասվում է. «022թ. դեկտեմբերի 29-ին Իրավունքի և արդարության կենտրոն «Թաթոյան» հիմնադրամի ներկայացուցիչներն այցելել են Գեղարքունիքի մարզ` փաստագրելու համար ՀՀ-ի նկատմամբ 2022 թ. սեպտեմբերի 13-14-ի ադրբեջանական զինված հարձակումների ու առաջխաղացումների հետևանքով խաղաղ բնակիչներին պատճառված վնասները:

Կուտական, Վերին Շորժա, Փոքր Մասրիկ, Արփունք, Արեգունի, Սոթք և մյուս գյուղերի հետ կապված ուսումնասիրությունները ցույց են տալիս, որ 2020 թ. մայիսյան ներխուժումներից հետո ստեղծված իրավիճակն էլ ավելի է խորացել 2022 թվականի սեպտեմբերի 13-14-ի` պայմանավորված ադրբեջանական զինված առաջխաղացումներով: Տասնյակ գյուղեր, բազմաթիվ բնակելի տներ, հայտնվել են ադրբեջանական ուղիղ դիտարկման ներքո, հազարավոր հեկտարների արոտավայրեր, խոտհարքներ, վարելահողեր ադրբեջանական զինված ուժերի վերահսկողության կամ դիտարկման նեքո են: Դրանք պարզապես չի լինում օգտագործել:

Ընդ որում, այս հողատարածքների նկատմամբ մարդիկ ունեն սեփականության օրինական իրավունք: Օրինակ`Վերին ու Ներքին Շորժա գյուղերում քաղաքացիական բնակչություն չկա առհասարակ, դարձել են լքված գյուղեր: Գեղամաբակ, Ջաղացաձոր, Այրք, Վերին Շորժա, Ներքին Շորժա և այլ գյուղերի համար ջրային ավազաններն ու ջրի բնական աղբյուրները հայտնվել են ադրբեջանական վերահսկողության կամ դիտարկման ներքո 2021թ. մայիսից ու առավել խորացել 2022թ. սեպտեմբերի պատերազմից հետո. գյուղերում ջրի հասանելիության լուրջ խնդիներ են առաջ եկել կամ չկա հասանելիություն առհասարակ:

Բնակիչների, համայնքային մարմինների ներկայացուցիչների հետ քննարկումները ցույց են տալիս, որ գյուղերից լսվում են ադրբեջանական կրակոցների ձայները, որոնք մարդկանց ահաբեկելու նպատակ ունեն: Սոցիալական առկա խնդիրները խորացել են, ավելացել են կյանքի ու անվտանգության սպառնալիքները: Նորից եմ կրկնում, որ մեր առաջնային նպատակը պետք է լինի ադրբեջանական զինված ծառայողներին հեռացնելը ոչ միայն մեր օկուպացված տարաքներից, այլ նաև 2020 թվականի պատերազմից հետո մեր գյուղերի ու ճանապարհների մոտ նրանց հանցավոր տեղայակումներից։

Արձանագրած փաստերը` կապված ՀՀ ինքինշխան տարածք ադրբեջանական հանցավոր ներխուժումներով, ՀՀ գյուղերի հարևանությամբ և համայնքների միջև ճանապարհներին ադրբեջանական անօրինական զինված տեղակայումներով երկրի անվտանգության, բնակչության կյանքի համար առաջացրած խորքային խնդիրների հետ, կվերլուծվեն և կներկայացվեն համապատասխան կառույցներին: Ներկայում կազմվում է անգլերենով զեկույց այս հարցերի առնչությամբ` հատուկ մեթոդաբանությամբ:
