44-օրյա պատերազմից հետո ամենակարևոր հարցը Հայաստանի վերականգնումն է, վերազինումը, փոփոխվող աշխարհում նոր դեր ու առաքելություն ստանձնելը պետականության պահպանման, հզորացման, հայ ժողովրդի բնականոն կենսագործունեությունն ապահովելու համար։

Այս առումով տեսակետների, մտքերի պակաս չկա, երբեմն այդ տեսակետները դուրս են ողջամտության ու տրամաբանության սահմաններից, ֆանտաստիկ ու անիրական են. գաղտնիք չէ, որ ռեալ իրողություններից կտրված առաջարկները կարող են «ունքը դզելու փոխարեն աչքն էլ հանել»։

«ԱՐԱՐ» հիմնադրամի համահիմնադիր, հասարակական-քաղաքական գործիչ Ավետիք Չալաբյանն այն քչերից է, որը իսկապես իրատեսական, գլոբալ և հայաստանյան իրողություններից բխող առաջարկներ է անում՝ գիտակցելով մեր ունեցած հնարավորությունները։

Նրա դիտարկմամբ, եթե փորձենք այժմ համադրել հիմնական գլոբալ գործընթացները և Հայաստանի առկա ռեսուրսները, ապա առաջին մոտավորությամբ, մի շարք տեսանելի հնարավորություններ են բացվում Հայաստանի առջև՝ առաջիկա տասնամյակում տարածաշրջանում առաջատար դերակատարություն ստանձնելու տեսակետից։

Ըստ Չալաբյանի, Հայաստանը կարող է դառնալ բարձր տեխնոլոգիական ծառայությունների կենտրոն, մասնագիտացած ֆինանսական և պրոֆեսիոնալ ոլորտների համար արհեստական բանականությամբ լուծումների մշակման և մասշտաբայնացման վրա։ Կարող է դառնալ բարձր տեխնոլոգիական ռազմարդյունաբերության և ռազմական գործի կենտրոն, մասնագիտացած արհեստական բանականության մարտական կիրառման և արդի մարտադաշտի կառավարման համակարգային լուծումների վրա, Եվրոպայի, Ռուսաստանի, Հնդկաստանի, Իրանի և մասամբ նաև Չինաստանի միջև տեղի ունեցող տարանցիկ ֆինանսական, տեխնոլոգիական և հումանիտար հոսքերի կառավարման հանգույց, կյանքի և բիզնեսի ժամանակակից ենթակառուցվածքով, կանաչ էներգետիկայի վրա հիմնված, էկոլոգիապես մաքուր կենսամիջավայրով երկիր, ներառյալ սնունդը, ջուրը և օդը, անվտանգ ու գրավիչ հայ և օտարերկրյա զբոսաշրջիկների, վերադարձող տարեցների, ինչպես նաև գործարարների համար, գիտա-մշակույթային կենտրոն, որն օրգանապես սինթեզում է մեր հոգևոր և մշակույթային ժառանգությունը ժամանակից մշակույթի և հումանիտար գիտության հետ, հանդիսանում է տարածաշրջանի թարգմանչական և արվեստների կենտրոն։

Հասարակական-քաղաքական գործիչը հստակ հնարավորություններ ու ռեսուրսներ է մատնանշում, սինթեզում ներկա իրողությունների, պատերազմում կորսված ժամանակի, ստեղծված ծանր պայմաններում ժողովրդի մտավոր, կրթական, տնտեսական և քաղաքական վերանորոգման լայնությունների հետ։

Միայն իրատեսական, Հայաստանի հնարավորությունները հաշվի առնող առաջարկներով է հնարավոր հասենլ իրական հաջողության, հակառակը՝ ուղիղ ճանապարհն է դեպի պետականազրկում։
