Միջազգային հանրությունը, որն ավանդապես ընկալվել է որպես արևմտյան հանրություն կամ առաջադեմ աշխարհ, ցանկանում է, որ Եվրոպայի խնդիրները լինեն աշխարհի խնդիրներ, բայց աշխարհի խնդիրները չլինեն իր խնդիրները։ Այս մասին ֆեյսբուքյան իր էջում գրառում է արել միջազգայնագետ Սուրեն Սարգսյանը՝ անդրադառնալով գլոբալ աշխարհակարգի քայքայմանն ու մեր տարածաշրջանում դրա դրսեւորումներին։
«Գործող աշխարհակարգը ճաքեր է տվել, սակայն դեռ չի փլուզվել: Նոր աշխարհակարգը սաղմնային փուլում է, սակայն դեռ չի շտապում ծնվել: Այսինք՝ աշխարհակարգը դե ֆակտո փոխվել է, սակայն դե յուրե դեռևս գոյություն ունի երկրորդ աշխարհամարտի և ԽՍՀՄ փլուզման արդյունքում ստեզծված իրավակարգը: Միջազգային իրավունքի այնպիսի հիմնասյուներ ինչպիսիք են ՄԱԿ կանոնադրությունը, միջազգային դատարանը, հելսինկյան եզրափակիչ ակտը, ԵԱՀԿ-ն և այլն, սկսել են բխել միջազգային քաղաքականությունից, այլ ոչ թե դրա հիմքերն են:
Այս տրանֆորմացիաների արդյունքում միջազգային գլոբալ ինստիտուտները՝ ինչպիսիք են ՄԱԿ-ը, առևտրի և առողջապահության համաշխարհային կազմակերպությունները, հայտնվել են ճգնաժամի մեջ: Ընդարմացման մեջ (ступор) են հայտնվել այնպիսի կառույցներ, ինչպիսիք են ԵԱՀԿ-ն, ՀԱՊԿ-ը, ֆորմալ և ոչ ֆորմալ տասնյակ դաշինքները:
Գործող աշխարհակարգը (World Order) վերածվել է համաշխարհային անկարգության (World Disorder): Այս ամենի պատճառներն են դե ֆակտո ձևավորված բազմաբևեռ աշխարհը, որն արդեն հանգեցրել է համաշխարհային «կապիտալի» փաստացի բաշխման: Գլոբալ խաղացողների գործողությունները Ուկրաինայում, մինչ այդ էլ Աֆղանստանում, Սիրիայում և այլուր՝ ըստ էության երրորդ աշխարհամարտ են նշանակում, սակայն սա ժամանակակից աշխարհին բնորոշ՝ նոր տեսակի աշխարհամարտ է իր այնպիսի նորագույն դրսևորումներով, ինչպիսիք են պրոքսի և հիբրիդային պատերազմները, տնտեսական պատժամիջոցները, կիբեր, տեխնոլոգիական և տնտեսական պատերազմները և այլն: Գլոբալ գերտերությունների գործողությունների արդյունքում ակտիվանում են նաև գերտերություները և տարածաշրջանային գերտերությունները՝ ինչպիսիք են Թուրքիան, Հնդկաստանը, Պակիստանը և այլն:
Այս ամենի արդյունքում միջազգային հանրությունը (որը ավանդապես ընկալվել է որպես արևմտյան հանրություն կամ առաջադեմ աշխարհ) ցանկանում է, որ Եվրոպայի խնդիրները լինեն աշխարհի խնդիրներ, բայց աշխարհի խնդիրները չլինեն իր խնդիրները: Այսօր Արցախում բլոկադա է: Այն ոչնչով չի տարբերվում Հիտլերի՝ Լենինգրադի բլոկադայից: Սակայն այն միջազգային հանրությանը հետաքրքիր խնդիր չէ: Ինչու՞ եմ հեռու գնում, լոկալ հանրությանն էլ առանձնապես հետաքրքիր չէ...
