Ինչ ենք անում մենք՝ բացի աղետին սպասելուց

Մաս 1

Մենք հիմա բոլորս սպասում ենք ողբերգության. ի՞նչ ծավալներով, ի՞նչ դրսևորումներով և ո՞ր ամսին.  չգիտենք։ Բայց սպասում ենք այդ ողբերգությանը։

Սպասում է իշխանությունը, սպասում է Նիկոլը, սպասում են բոլոր մտահոգ-մտածող մարդիկ, սպասում են մտածելու անունակները, ինտուիտիվ՝ սպասում է  լայն հասարակությունը, նույնիսկ եթե քեֆ-անտարբերության մեջ է, սպասում է ընդդիմությունը։

Սպասում են Արցախի տեղը չիմացողները և Արցախի շնորհիվ կայացած-լռողները։ Սպասում են նրանք, ովքեր շատ լավ հասկանում են, որ ողբերգությունն Արցախով չի ավարտվելու է, այլ միայն սկսվելու է։ Իսկ եթե բոլորը սպասում են աղետի, այն անպայման գալու է։ Աղետը, ցավոք, ունի այդպիսի հատկություն։ Բայց սա պետական մտածողություն չէ, սա քաղաքական և քաղաքացիական պատասխանատվություն չէ։ Մեր խնդիրը պետք է լինի ոչ թե ողբերգությանը սպասելը, այլ՝ ողբերգությունից  խուսափելը։

Դուրս գալ քաոտիկ վիճակից

Շատ արագ պետք է դուրս նախաաղետային քաոսից։ Սա է այսօր ամենակարևոր խնդիրը։ Մեր ամեն ինչը քաոտիկ է, նույնիսկ՝ սրտացավ մտահոգություններն ու գրագետ առաջարկները։ Դրանք հիմնականում անհասցե են ու կորում են։

Պետությունը, պետական ինստիտուտները, քաղաքական-հանրային միավորները պետք է դուրս գան ողբերգություն սպասողի հոգեվիճակից։

Հասկանանք՝ ինչ ունենք։ Հասկանանք՝ ինչից է պետք սկսել և ուր գնալ։ Ո՞ր օրերի, ո՞ր շաբաթների համար ի´նչ խնդիրներ ենք դնում։ Սա հավասարաչափ վերաբերում է և´ պետական համակարգին, և´ ընդդիմադիր միավորներին, և´ Արցախի իշխանություններին, և´ հանրային գործիչների այն գրագետ շերտին, որը հոգնել է բոլորի  անէֆեկտիվությունից։

Քաոսը մեր թշնամին է. քաոսում արվում են սխալներ, քաոսում աննկատ հետապնդվում են անձնական շահեր, թշնամին ֆիքսում է մեր քաոսը, անելիքի չիմացությունը։ Քաոսը վերջում վերածվելու է պանիկայի։

Ամենակարևոր ու առաջին խնդիրը մթնոլորտի փոփոխությունն է։ Ռացիոնալ գաղափարներ ու գրագետ մարդիկ կան և´ իշխանությունից դուրս, և´ իշխանության մեջ։ Պետությունը պետք է դարձնել գրագետ և ռացիոնալի պահանջատեր։ Դա պետք է անի կամ իշխանությունը՝ իր ներսում գտնելով ռեսուրս և ընտրելով նոր ղեկավարություն, կամ ընդդիմությունը՝ նոր առաջնորդությամբ։ Առաջնորդության էությունը հենց դա պիտի լինի՝ քանդվող պետականության և քաոսի կասեցումը, ռացիոնալի և պետական մտածողության գերիշխումը։ Ով և ովքեր կանեն՝ կերևա։ Ճիշտ այնպես, ինչպես՝ ով և ինչ չարեց։ Բայց դրա մասին՝ հետո։
