Այսօր լրանում է Բաքվի հայկական ջարդերի 33-րդ տարելիցը. 1990 թ. հունվարի 13-19-ը Բաքվում տեղի ունեցավ հայ բնակչության երրորդ խոշոր կոտորածը: Այս մասին հայտարարություն է տարածել «Ապրելու երկիր» կուսակցությունը:
Հայտարարությունում նաեւ ասվում է. «Դա 1988 թ. փետրվարին Սումգայիթում, 1989 թ. նոյեմբերին Գանձակում հայերի դեմ իրագործած ցեղասպան քաղաքականության շարունակությունն էր:
Որոշ տվյալներով՝ Բաքվի ջարդերին զոհ գնաց ավելի քան չորս հարյուր հայ, թեև զոհերի վերջնական թիվը մինչ օրս մնում է չճշտված: Բաքվի հայկական ջարդերից հետո Խորհրդային Ադրբեջանում հայ չմնաց այլևս: Մոտավոր հաշվարկներով մոտ կես միլիոն հայ դուրս եկավ Ադրբեջանից:
Ցավոք, 33 տարի անց Բաքվի իշխանությունը հետ չի կանգնել հայատյաց քաղաքականությունից: Այսօր Ադրբեջանի ղեկավարությունը բացեիբաց խոստովանում է, որ Լաչինի միջանցքի շրջափակման նպատակը Լեռնային Ղարաբաղում ապրող հայերի հեռացումն է: Միգուցե և մեթոդները փոխվել են, բայց նպատակը մնացել է նույնը՝ ազատվել հայերից: Այդպիսին է Ադրբեջանի պատկերցրած «խաղաղությունը» հայերի հետ:
Այսօր մենք մեր հարգանքի տուրքն ենք մատուցում 1990 թ. հունվարի 13-19–ի Բաքվի կոտորածի ժամանակ զոհ գնացած մեր հայրենակիցներին: Այդ սարսափելի դեպքերը դեռևս արժանի գնահատական չեն ստացել միջազգային հանրության կողմից:
Ադրբեջանի ԽՍՀ–ում ապրող հայ ընտանիքները չեն ստացել փոխհատուցում նման վայրագությունների հետևանքով իրենց ապրուստի միջոցներից և գույքից զրկվելու համար: Նրանց իրավունքների մասին խոսելը, այդ ուղղությամբ միջազգային գործընկերների հետ աշխատանք տանելը մեր գլխավոր խնդիրներից է: Դա նաև կարևոր է արցախյան հիմնահարցում մեր դիրքորոշումները հիմնավորելու համար:
33 տարի անց Ադրբեջանը ևս մեկ անգամ ապացուցում է, որ հայը չի կարող անվտանգ ապրել Ադրբեջանի կազում որևէ կարգավիճակով: Ադրբեջանն իր վարած քաղաքականությամբ տասնամյակներ անց ապացուցում է դա: Արցախի ժողովրդի անվտանգության երաշխիքը ինքնորոշման իրավունքի իրացումն է և դրա միջազգային ճանաչումը: Դա է նաև տարածաշրջանում երկարատև և կայուն խաղաղության հաստատման ճանապարհը:
