«Փաստ» օրաթերթը գրում է
ՊԵԿ-ը քննարկման է ներկայացրել «ՀՀ-ում ԱՏԳ ԱԱ 2402 ծածկագրին դասվող ապրանքների՝ ԵԱՏՄ-ի շրջանակներում նույնականացման միջոցներով դրոշմավորման կարգը սահմանելու մասին» կառավարության որոշման նախագիծը: Նախագծով առաջարկվում է սահմանել, որ ՀՀ-ում 2023 թ.-ի մարտի 1-ից ՀՀ հարկային օրենսգրքի 389րդ հոդվածով սահմանված ակցիզային դրոշմանիշերով դրոշմավորման ենթակա ծխախոտային ապրանքների դրոշմավորումը իրականացվում է համաձայն Եվրասիական տնտեսական խորհրդի կողմից 05.03.2021 թ.-ին հաստատված ԵԱՏՄ-ում նույնականացման միջոցներով ապրանքների դրոշմավորման համակարգի հիմնական տեխնոլոգիական կազմակերպչական մոդելի։ Ներկայումս ծխախոտային ապրանքների մասով ՀՀ տարածքում գործում են դրոշմավորման ներքին և ԵԱՏՄ ստանդարտի մեխանիզմներ։
Ծխախոտի արտադրանքները ՀՀ սահմաններում իրացնելու համար տնտեսվարողները, ըստ ՀՀ հարկային օրենսգրքի 389 հոդվածի, պետք է կիրառեն ակցիզային դրոշմանիշերով դրոշմավոր ման մե խ ա նիզմ։ Մի ա ժ ա մ ա ն ա կ , «ԵԱՏՄ նույնականացման միջոցներով ապրանքների դրոշմավորման մասին» համաձայնագրի և ԵԱՏՄ նույնականացման միջոցներով ապրանքների դրոշմավորման համակարգի հիմնական տեխնոլոգիական կազմակերպչական մոդելի համաձայն` ԵԱՏՄ անդամ-պետությունները մշակել են նոր ստանդարտի դրոշմավորում՝ նույնականացման միջոցներով դրոշմավորում, որը սկսել է ակտիվորեն մտնել անդամ-պետությունների դրոշմավորման համակարգ:
Իրենց ապրանքը ԵԱՏՄ երկրներ արտահանելու համար տնտեսվարողները պետք է ապրանքները դրոշմավորեն թվային դրոշմապիտակով, եթե տվյալ ապրանքի համար այն պարտադիր է արտահանվող անդամ-պետության սահմաններում։ Վերոնշյալ երկու մեխանիզմները ունեն մի շարք առանձնահատկություններ։ Ակցիզային դրոշմավորման դեպքում յուրաքանչյուր միավոր ապրանքի վերաբերյալ տեղեկատվությունը ամբողջական չի փոխանցվում ՀՀ պետական եկամուտների կոմիտե, ինչը հնարավորություն չի տալիս ամեն միավորի համար ապահովել լիարժեք հետագծելիություն։
Մինչդեռ նույնականացման միջոցներով դրոշմավորումը ավելի նոր լուծում է, որը թույլ է տալիս վերահսկել յուրաքանչյուր միավոր ապրանքի շարժը շրջանառության մեջ մտնելուց մինչև սպառում և տեղեկատվությունը ամբողջական փոխանցել պետական մարմին։ Դա հնարավորություն է ստեղծվում լիարժեք պայքարել ստվերի և կեղծ ապրանքների շրջանառության դեմ։
