ԱՄՆ պետքարտուղարության խոսնակ Նեդ Փրայսը ճեպազրույցի ժամանակ, ի պատասխան լրագրողի հարցին, կապված պետքարտուղար Էնթոնի Բլինկենի՝ Հայաստանի ու Ադրբեջանի ղեկավարների հետ վերջին հեռախոսազրույցների հետ, նշել է, որ Պետքարտուղարությունը հույս ունի, որ Երևանի ու Բաքվի միջև կվերսկսվի ուղիղ երկխոսություն, որը կհանգեցնի այն հարցերի կարգավորմանը, որոնց շուրջ կողմերը շատ վաղուց ունեն տարաձայնություններ։

«Մենք հույս ունենք տեսնելու ուղիղ երկխոսություն, որը կհանգեցնի այն հարցերի լուծմանը, որոնք վաղուց բաժանում են Հայաստանն ու Ադրբեջանը, և այդ երկխոսության միջոցով, հուսով ենք, որ կհասնենք տևական խաղաղության: Մենք շարունակում ենք անմիջական քննարկումները Հայաստանի և Ադրբեջանի հետ: Մենք դա անում ենք և՛ երկկողմանի ձևաչափով, և՛ գործընկերների հետ, և՛ բազմակողմ կազմակերպությունների միջոցով: Անցյալ տարի մի քանի անգամ առիթ ենք ունեցել  եռակողմ հանդիպումներ կազմակերպել: Մենք անելու ենք այն ամենն, ինչ ամենաարդյունավետն է այս չափազանց սուր հարցերին լուծում տալու համար»,- ասել է Փրայսը:

Պատասխանելով մեկ այլ հարցին առ այն, թե արդյոք պետքարտուղարն հստակ պատկերացում ունի՞ այս բանակցային գործընթացում առկա վիճակի մասին՝ Նեդ Փրայսը նշել է, որ ամերիկյան կողմը չափազանց լավ տիրապետում է իրավիճակին ու ունի տարբեր մտահոգություններ, որոնցից է Լաչինի միջանցքի շուրջ ստեղծված վիճակը։

«Մենք մտահոգված ենք, որ այնտեղ իրավիճակը վատթարանում է: Լեռնային Ղարաբաղում մարդասիրական իրավիճակի վատթարացումը ոչ միայն պետքարտուղարի, այլև այս հաստատության (նկատի ունի Պետքարտուղարությունը) այլ աշխատողների ուշադրության կենտրոնում է։ Լաչինի միջանցքի երկայնքով սովորական առևտրային և մասնավոր երթևեկության շարունակական խոչընդոտումը հանգեցնում է սննդամթերքի, վառելիքի և դեղորայքի պակասի առաջացմանը միջանցքից կախված բնակչության համար, ինչպես նաև խաթարում է այստեղ առաջին անհրաժեշտության ապրանքների հիմնական մատակարարումները: Բնական գազի և այլ հիմնական կոմունալ ծառայությունների մատակարարման խափանումն էլ ավելի է սրում վատթարացող հումանիտար իրավիճակը: Մենք կոչ ենք անում ամբողջապես վերականգնել ազատ տեղաշարժը միջանցքով, ներառյալ առևտրային և մասնավոր երթևեկության համար: Մենք կարծում ենք, որ անհրաժեշտ է գտնել այս փակուղուց դուրս գալու լուծում, որը կապահովի տարածքում ապրող բնակչության անվտանգությունն ու բարեկեցությունը: Մենք հավատացած ենք, որ անհրաժեշտ է առաջ շարժվել բանակցությունների միջոցով և հավատարիմ ենք կայուն խաղաղությանն աջակցմանը»,- եզրափակել է Փրայսը:

Հիշեցնենք, որ Ադրբեջանը դեկտեմբերի 12-ից արգելափակել է Լաչինի միջանցքը:
