Նախօրեին «երկրորդ» փորձից ԱԺ-ում, այնուամենայնիվ, տեղի է ունեցել պաշտպանության նախարար Սուրեն Պապիկյանի և քպականների հանդիպումը։ Որքան էլ քպականները փորձում են ներկայացնել, թե հանդիպումն անցել է նորմալ և կառուցողական, «Փաստ» թերթի տեղեկություններով, իրականում բավական թեժ է եղել ու «մուննաթախառը»՝ թե՛ պատգամավորների, թե՛ Պապիկյանի կողմից:

Ընդհանրապես, Ազատ գյուղում տեղակայված կացարանի ողբերգությունից հետո իշխանության որոշակի շրջանակների կողմից ամեն ինչ արվում է տեղի ունեցածը վեկտորել Պապիկյանի ու ԳՇ-ի ուղղությամբ, որպեսզի պատասխանատվությունը հեռացվի գլոբալ առումով թիմից, իսկ ավելի կոնկրետ՝ Նիկոլ Փաշինյանից: Տեղի ունեցած ողբերգության և, ընդհանրապես, բանակում տիրող վիճակի համար Սուրեն Պապիկյանի և ԳՇ պետի մեղավորությունը, կարելի է ասել, որևէ մեկը չի էլ վիճարկում: Սակայն մյուս կողմից՝ թե՛ փորձագետները, թե՛ բազմաթիվ քաղաքական գործիչներ ոչ մեկ անգամ նշել են, որ այս ամենի համար պատասխանատու և մեղավոր է ամբողջ իշխանությունը և առաջին հերթին՝ Նիկոլ Փաշինյանը:

Հենց այս հանգամանքից ելնելով էլ իշխանական որոշ շրջանակներ փորձում են բանակին մեղավոր նշանակել՝ ի դեմս Սուրեն Պապիկյանի ու այն զինվորականների, որոնք արդեն ազատվել են աշխատանքից: Առավել ևս, որ, ինչպես արդեն առիթ ունեցել ենք նշել, Նիկոլ Փաշինյանը վաղուց «ատամ ունի» Սուրեն Պապիկյանի վրա, որը իշխանական թիմում դիտարկվում է որպես Փաշինյանի «իրավահաջորդ»:
