Օրերս ներկայացնելով առողջապահության նախարարությունում սոցիալապես անապահով և առանձին խմբերի անձանց բժշկական օգնության նկատմամբ իրականացված հաշվեքննության արդյունքների վերաբերյալ Հաշվեքննիչ պալատի ընթացիկ եզրակացությունը՝  պալատի 7-րդ վարչության պետ Խաչիկ Փափազյանը տեղեկացրեց, որ հաշվեքննությունն իրականացվել է Հաշվեքննիչ պալատի ՀՀ օրենքին համապատասխան՝ որպես ուղենիշ ունենալով կատարողականի հաշվեքննության միջազգային ստանդարտները:  Ելակետ  է ընդունվել սոցիալապես անապահով և առանձին խմբերի ծառայությունների համար իրավակարգավորումների համար կազմակերպված նպատակները։

«Հիմնական արձանագրումը տվյալ դեպքում վերաբերում է սոցիալապես անապահով և առանձին խմբերի բժշկական օգնության ծառայությունները հաշվեքննելու ընթացքում հաշվեքննությանն անհրաժեշտ տեղեկատվության սահմանափակմանը։ Այստեղ պալատն ունեցել է բավականին լուրջ խնդիր տեղեկատվության տրամադրման հետ, սա հիմնականում սահմանափակ տեղեկատվության տրամադրում է, իսկ առանձին դեպքերում՝ դրա բացակայությունն էականորեն սահմանափակել է հաշվեքննության շրջանակը»,- շեշտել է Խաչիկ Փափազյանը։

Հայտնի է, որ Գլխավոր դատախազության պետական շահերի պաշտպանության վարչությունում Էկոնոմիկայի նախարարությունից և Հաշվեքննիչ պալատից ստացված փաստաթղթերի հիման վրա ուսումնասիրվել է Covid-19 համավարակով պայմանավորված՝ մեկուսացված անձանց կեցության ապահովման և սննդի մատուցման գործընթացի՝ օրենսդրության պահանջներին համապատասխան իրականացման ոլորտը: Քանի որ ումնասիրությամբ ի հայտ են բերվել առերևույթ հանցագործության հատկանիշների առկայությունը մատնանշող բավարար տվյալներ՝ ՀՀ գլխավոր դատախազության պետական շահերի պաշտպանության վարչությունում Քրեական օրենսգրքի 178-րդ հոդվածի 1-ին մասի (3 դրվագ), 2-րդ մասի 2-րդ կետի (5 դրվագ), 3-րդ մասի 1-ին կետի (1 դրվագ), 325-րդ հոդվածի 1-ին մասի (9 դրվագ) և 315-րդ հոդվածի 2-րդ մասի (1 դրվագ) հատկանիշներով հարուցվել է քրեական գործ: 

Այժմ ստացվում է, որ առողջապահության նախարարությունը, փաստացի ոչ ամբողջական տվյալներ տրամադրելով, խոչընդոտել է հաշվեքննիչ պալատի կողմից ամբողջական ուսումնասիրության իրականացմանը, ինչը բազմաթիվ հարցեր է առաջացնում: Եվ այդ հարցերից մեկն էլ այն է, արդյո՞ք դատախազությունն այս անգամ էլ ուշադրությունը կսևեռի Անահիտ Ավանեսյանի գլխավորած կառույցի վրա: Վերջերս մամուլում հաճախ կարելի է հանդիպել հրապարակումների, որոնք գուժում են առողջապահության նախարարի մոտալուտ հրաժարականի մասին․ տպավորություն է ստեղծվում, որ այդ հրապարակումներն այնքան էլ անհիմն չեն...
