ՊՆ-ն երեկ հաղորդագրություն տարածեց, ըստ որի՝ հունվարի 29-ին, նախնական տվյալներով զենքի օգտագործման կանոնների խախտման հետևանքով, հրազենային վիրավորում է ստացել ՊՆ N զորամասի զինծառայող Ա. Ա.-ն: Զինծառայողի վիճակը գնահատվում է ծայրահեղ ծանր: Ավելի ուշ, անդրադառնալով դեպքի հանգամանքներին, ՔԿ-ն հայտարարեց, որ զինվորին կրակելու մեջ կասկածվում է ծառայակիցը։ Նա ձերբակալվել է։

Ինչո՞ւ են վերջին շրջանում ավելացել բանակում նման դեպքերը, որո՞նք են հիմնական խնդիրները․ հարցերի շուրջ MediaHub.am-ը զրուցել է ռազմական փորձագետ Հայկ Նահապետյանի հետ։

Նրա խոսքով՝ վերջին շրջանում նման դեպքերի աննախադեպ աճ կա, պատճառը՝ ոչ ճիշտ կանոնադրական հարաբերություններն են։

«Զինված ուժերի ստեղծման օրվանից ի վեր նման պատկեր չի եղել։ Այն, որ նախկին իշխանությունների օրոք էլ ոչ կանոնադրական հարաբերությունների պատճառով դեպքեր գրանցվել են, փաստ է, բայց այդ իշխանությունները քաղաքական կամք են դրսևորել, պրոֆեսիոնալ սպաների՝ առավել մեծ քանակով նշանակումներ են իրականացրել, որպեսզի կարողանան ապահովել ճիշտ կանոնադրական հարաբերություններ»,- նկատեց Նահապետյանը։

Ըստ նրա՝ հիմա խնդիրն այն է, որ այս իշխանությունը հակառակն է անում․ բարձրաստիճան սպաներին պաշտոնանկ անելու քաղաքականություն է վարում։

«Այսինքն՝ այս իշխանության համար այդ ոչ կանոնադրական հարաբերությունների կանխարգելումն ու քչացումը, որը կնվազեցնի նման դեպքերի քանակը, նշանակություն չունի»,- կարծիք հայտնեց ռազմական փորձագետը։

Նահապետյանի դիտարկմամբ՝ 2018-ից հետո վարվող կադրային քաղաքականությունը որևէ լավ բան չի բերելու բանակին։

Դիտարկմանը, որ Փաշինյանը հակառակն է պնդում և անընդհատ խոսում է զինված ուժերում իրականացվող բարեփոխումներից, Հայկ Նահապետյանն արձագանքեց՝ Փաշինյանը խելացի մտքեր արտահայտելու հիվանդագին մոլուցք ունի։

«Ինքը խոսում է բարեփոխումներից, բայց եթե մի քանի հարց տաս, թե ինչ է արվում բանակի համար, ինքը հիստերիայի մեջ կընկնի, քանի որ զինվորական բարեփոխումներ անելու համար էլ պետք է մասնագետ լինել»,- ասաց նա։

Հայկ Նահապետյանը նկատեց՝ Փաշինյանի իրականացրած բարեփոխումները սկսվեցին ու ավարտվեցին «մայկա-տրուսիկները» փոխելով ու զինվորին «կլուբնիկ» տալով։

«Բայց երբ հարցնես, թե ինչու 2018-ին ինքը որոշեց, որ ՀՀ-ն ՌԴ-ի տրամադրած 100 մլն դոլար վարկով չգնի ՀՕՊ և ՌԷՊ համակարգեր, այլ գնեց ինքնաթիռներ, որոնք պատերազմի ժամանակ որևէ նշանակություն չունեցան, ինքը չի կարող հիմնավորել։ Եվ հիմա էլ այս նույն տրամաբանությամբ են իրականացվում թվացյալ բարեփոխումները»,- ամփոփեց խոսքը Հայկ Նահապետյանը։
