Այն գործողությունները, որը իշխանությունը նախաձեռնում է, խիստ թերի է, չի օգտագործում բոլոր այն գործիքակազմերը, որ ունի: Իշխանության կողմից արծարծվող թեզը, որ Լաչինի միջանցքի հացով չեն բանակցում Ադրբեջանի հետ, նեղ կացության մեջ է դնում Արցախին։ Այս մասին լրագրողների հետ ճեպազրույցի ժամանակ ասաց «Հայաստան» խմբակցության պատգամավոր Գեղամ Մանուկյանը։

«Այդ թեզը մղում է Արցախի իշխանություններին՝ ոչ հավասարը հավասարին բանակցլու Ադրբեջանի հետ, հանրային ճնշումներն են ստիպում իշխանությանը հանրությանը մի քիչ հանգստացնող քայլեր ձեռնարկեն։ Իշխանության շրջանառող թեզի ամենամեծ վտանգներից մեկն այն է, որ Լաչինի միջանցի բացման պատասխանատուն ՌԴ-ն է, թեև նոյեմբերի 9-ի պայմանագրի տակ դրված է երեք երկրների ստորագրությունը»,- ասաց Մանուկյանը։

Անդրադառնալով այն հանգամանքին, որ Արարատ Միրզոյանը չի մասնակցել Ռուսաստանի և Ադրբեջանի ԱԳ նախարարների հետ հանդիպմանը, Մանուկյանը ասաց․

«Այն քայլերով, այն ձևով, որով Արարատ Միրզոյանը հրաժարվեց մասնակցել Մոսկվայում Ռուսաստանի և Ադրբեջանի ԱԳ նախարարների հետ հանդիպմանը, առանց պաշտոնական խողովակներով տեղեկացնելու, արդեն ինքնին խայտառակություն է: Այս լարված, պրկված պահին ՀՀ իշխանությունը շատ ավելի զգուշավոր պետք է գործեր, չվնասեր այլ երկրների, հատկապես՝ ռազմավարական դաշնակցի հետ իր հարաբերություններին, որը մենք տեսնում ենք, որ լրիվ հակառակ ընթացքն է ստանում: Պարբերաբար, ցիկլերով, նաև կոճակ սեղմելով իշխանական պատգամավորները, իշխանական քարոզչամեքենաները սկսում են հուժկու հակառուսական արշավ,  հետո թուլացնում են, հետո նոր արշավ է բարձրանում, որ ինքնին ցույց է տալիս, թե որքան մատների արանքով են նրանք նայում արտաքին հարաբերություններին,ռազմավարական գործընկերների հետ հարաբերություններին։ Ցավով պետք է արձանագրեմ, որ Հայաստանը լուռ մնաց Իրանում վերջին օրերին տեղի ունեցած և դժբախտ դեպքին՝ երկրաշարժին, և ագրեսիվ գործողություններին, որը շատ մեծ լարվածություն բերեց տարածաշրջանին»։
