ՄԱԿ-ի խաղաղապահներ Լեռնային Ղարաբաղ ուղարկելու գաղափարը հազիվ թե իրատեսական է, տարածաշրջանում խաղաղության և անվտանգության վերականգնման խնդիրներն արդյունավետորեն լուծում է ռուսական խաղաղապահ զորակազմը։ Այս մասին ՌԻԱ «Նովոստի»-ին տված հարցազրույցում ասել է Ռուսաստանի Դաշնության արտաքին գործերի նախարարության միջազգային կազմակերպությունների վարչության տնօրեն Պյոտր Իլյիչև:

Նա նշել է, որ միջազգային և օտարերկրյա կազմակերպություններից Լեռնային Ղարաբաղում աշխատում է միայն Կարմիր Խաչի միջազգային կոմիտեն, իսկ ՄԱԿ-ի մարդասիրական գործակալություններն ադրբեջանցիներից և հայերից թույլտվություն չեն ստացել մուտք գործելու Լեռնային Ղարաբաղ, նույնիսկ կարիքների գնահատման առաջնային առաքելություն իրականացնելու համար:

Իլյիչևի խոսքով` «դժվարությունները ծագում են կողմերի հետ հավասարապես հեռու դիրքորոշում պահպանելու անհնարինության քաղաքական պատճառով, ներառյալ տարածաշրջան ժամանելու և մեկնելու եղանակները, հաշվետվողականությունը, վերահսկողությունը և մարդասիրական գործունեության կառուցման իրավական հիմքը։

«Այս պայմաններում Լեռնային Ղարաբաղին նույնիսկ միջազգային մարդասիրական օգնություն տրամադրելու հարցում առաջընթաց չկա, միջազգային խաղաղապահ զորակազմի գործուղման գաղափարի գործնական իրականացումը, որն առավել ևս կպահանջի ՄԱԿ-ի Անվտանգության խորհրդի պատժամիջոցները, դժվար թե իրատեսական լինի։ Մենք ելնում ենք նրանից, որ ռուսական խաղաղապահ զորախումբը արդյունավետորեն հաղթահարում է Լեռնային Ղարաբաղում խաղաղության և անվտանգության վերականգնման բոլոր խնդիրները»,- հավելել է նա։

Բացի այդ, հավելել է ռուս դիվանագետը, ՄԱԿ-ի Անվտանգության խորհրդի մանդատի ներքո տեղակայված խաղաղապահ առաքելությունները ոչ միշտ են վայելում ընդունող պետությունների վստահությունը։

«Որոշ դեպքերում վերջիններս հանդես են գալիս «Կապույտ սաղավարտների» դուրսբերման օգտին դրանց ցածր արդյունավետության պատճառով: Հետևաբար, հարցը ոչ այնքան այն է, թե ով է թույլ տվել խաղաղապահ գործողությունը, որքան հակամարտության երկու կողմերի բարի կամքի առկայությունը դրա դադարեցման ևդրա հետևանքների վերաց,ման հարցում»,- ասել է Իլյիչևը։

Հայաստանի վարչապետ Նիկոլ Փաշինյանը հունվարի սկզբին ասել էր, որ Լեռնային Ղարաբաղում ռուս խաղաղապահների մանդատի ավարտից հետո կարող է հետևել խնդրանքը ՄԱԿ-ի Անվտանգության խորհրդին՝ տարածաշրջան միջազգային խաղաղապահ զորախումբ ուղարկելու վերաբերյալ։ Մեկնաբանելով Հայաստանի վարչապետի խոսքերը՝ ՌԴ նախագահի մամուլի քարտուղար Դմիտրի Պեսկովն ասել է, որ միջազգային խաղաղապահները կարող են ներգրավվել Լեռնային Ղարաբաղում աշխատանքում միայն հակամարտության բոլոր կողմերի համաձայնությամբ։
