Կառավարության հավանությանն է արժանացել «Ազգային անվտանգության մարմիններում ծառայության մասին» և հարակից օրենքներում փոփոխություններ և լրացումներ կատարելու մասին օրենքների նախագծերը:

Ըստ կառավարության՝  օրինագծերի ընդունումը պայմանավորված է Ազգային անվտանգության ծառայության սահմանապահ զորքերում, հետախուզական, հակահետախուզական կամ օպերատիվ-հետախուզական գործունեությունն իրականացնող, ինչպես նաև հատուկ ստորաբաժանումներում ծառայության անցնելու գրավչությունն ու շահագրգռվածությունը մեծացնելու, պատշաճ մասնագիտական պատրաստվածություն ապահովելու, ծառայողների աշխատավարձերը բարձրացնելու և կադրերի արտահոսքը կանխելու անհրաժեշտությամբ:

Ըստ նոր նախագծի՝ Ազգային անվտանգության ծառայության սահմանապահ զորքերը փուլային տարբերակով Պաշտպանության նախարարությունից ընդունելու են հայ-ադրբեջանական պետական ամբողջ սահմանի պահպանությունը:

Այս դեպքում ժամկետային զինծառայողների դերը սահմանում ո՞րն է լինելու: Առհասարակ նախագծի ձևն ընդունելի և կիրառելի է շատ երկրներում, սակայն այն ի՞նչ տեսք է ունենալու ՀՀ-ում:

Դրականը կայանում է նրանում, որ այդ կերպ կլրացվի բանակի անձնակազմի համալերման խնդիրը, մյուս կողմից էլ դիրքում չեղած զինվորն ինչպե՞ս կարող է լիարժեք պատրաստ լինել մարտական գործողության:

Բանն այն է, որ այս փուլում այդ նախագծի ներդրման նպատակահարմարությունը կառավարությունը չի հիմանավորում:

Ռազմական փորձագետ Կարեն Հովհաննիսյանի կարծիքով պետք է հաշվի առնենք, որ կարիք կա որևէ կերպ լուծել բանակի անձանկազմի համալրման հարցը: «Ըստ իս՝ լուծելու լավագույն տարբերակն այն է, որ մենք ունենանք սահմանապահ զորքեր: Այս գործողությամբ մեկ գնդակով երկու նապաստակ կարող ենք խփել՝ մի կողմից աշխարհին ցույց ենք տալիս, որ ապառազմականացնում ենք, ագրեսոր նկրտումներ չունենք, մյուս կողմից էլ կարողանում ենք զինված ուժերի թվակազմը բարձրացնել՝ ի հաշիվ այլ ուժային կառույցի: Նախագիծը բավականին օգտակար է, և կարող ենք այն խելամիտ օգտագործել»:
