«Փաստ» օրաթերթը գրում է
Ներքին գործերի նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարել «Ոստիկանության ծառայության մասին» և «Պետական պաշտոններ և պետական ծառայության պաշտոններ զբաղեցնող անձանց վարձատրության մասին» օրենքներում: Այս նախագծերի ընդունումը պայմանավորված է ոստիկանությունում ծառայության անցնելու գրավչությունն ու շահագրգռվածությունը մեծացնելու, պատշաճ մասնագիտական պատրաստվածություն ապահովելու, ոստիկանության ծառայողների աշխատավարձերը բարձրացնելու և կադրերի արտահոսքը կանխելու անհրաժեշտությամբ:
Ուստի, առաջարկվում է ներդնել ոստիկանության ծառայողների ատեստավորման համակարգ, որի արդյունքներով համապատասխան ծառայողների համար կհաշվարկվի հավելավճար: Մի քանի մանրամասն ատեստավորման գործընթացից: Ատեստավորման գործընթացը, որպես ոստիկանության ծառայողների աշխատավարձի բարձրացման գործիքակազմ, մեկնարկելու է 2023 թ.-ի ապրիլից: Ատեստավորում անցնելու համար դիմելու հնարավորությունից օգտվելու են Ոստիկանության բոլոր ծառայողները՝ անկախ պաշտոնի խմբից: Առաջին անգամ ատեստավորում անցնող ծառայողների համար վերապատրաստում անցնելու պահանջ կամ հնարավորություն չի նախատեսվելու, բացառությամբ առանձին դեպքերի: Ատեստավորման ընթացքում ստուգվելու և գնահատվելու են մասնակիցների մասնագիտական գիտելիքները, ծառայողական հմտությունները ու մասնագիտական պիտանելիությունը (համակարգչային թեստավորման միջոցով), ինչպես նաև ֆիզիկական և կրակային պատրաստականության վիճակը (համապատասխան նորմատիվային վարժությունների կատարման միջոցով):
Ատեստավորման դիմելու համար ծառայության ստաժի սահմանափակում չի նախատեսվելու, իսկ կարգապահական տույժի առկայությունը, ինչպես նաև ծառայողի նկատմամբ ծառայողական քննություն նշանակված լինելու հանգամանքը հիմք չէ ատեստավորմանը չթույլատրելու համար: Ատեստավորումը չհաղթահարած ծառայողին, ատեստավորման ծրագրի գործողության 3-ամյա ժամկետում, տրվելու է վերաատեստավորման հնարավորություն: Ատեստավորման ծրագրի գործողության 3-ամյա ժամկետի ընթացքում ատեստավորման համար չդիմելու (ատեստացիա չանցնելու), ինչպես նաև ատեստացիայի անցողիկ շեմը չհաղթահարելու դեպքում ծառայողները զբաղեցրած պաշտոնին չհամապատասխանելու հիմքով՝ ենթակա են Ոստիկանությունում ծառայությունից ազատման: Ատեստավորման արդյունքներով հավելավճար ստանալու իրավունքը պահպանվում է 5 տարի 6 ամիս՝ բացառությամբ պաշտոնեական առաջխաղացմամբ, ինչպես նաև ծառայության բնույթի փոփոխությամբ պայմանավորված նոր պաշտոնի նշանակման, որի դեպքում ծառայողը ենթակա է վերապատրաստման և ատեստավորման:
