Փետրվարի 21-ին տեղի ունեցավ Հանքագործների և մետալուրգների միության նախագահ, Զանգեզուրի պղնձամոլիբդենային կոմբինատի գլխավոր տնօրենի առաջին տեղակալ Վարդան Ջհանյանի ասուլիսը, որը կազմակերպել էին համատեղ Տնտեսական լրագրողների ակումբը և Հայաստանի հանքագործների և մետալուրգների միությունը։ Ասուլիսի ընթացքում ամփոփվեց անցած տարին, խոսվեց ոլորտի խնդիրների և ընթացիկ տարվանից սպասելիքների մասին, շոշափվեցին մի շարք խնդիրներ, այդ թվում՝ հանքարդյունաբերության ոլորտի դերը Հայաստանի տնտեսության մեջ և ադրբեջանական փսեվդո-բնապահպանությունը։
Վարդան Ջհանյանը կարևոր արձանագրումներ արեց. «Հանքարդյուանբերությունը 200 մլրդ դրամի եկամուտ է ապահովել պետական բյուջե: Այն աննախադեպ է և դժվար է լինելու այդ ցուցանիշը պահպանվել: Անցյալ տարվա որոշ եկամուտներ՝ տուրքերի և այլնի, մասով այս տարի չի գործելու: Անցյալ տարի վճարվել են տուրքեր նախանցած տարվա բարձր տուրքերի հաշվարկով, երբ պղինձը 9500-ի էր հասնում: Այսպիսի աննախադեպ մուտքեր 2023թ-ի համար չենք կանխատեսում, բայց սպսում ենք, որ հաջորդ տարիներին այդ մուտքերը արտադրողականության հետ կաճեն: Հիմա ոլորտի ծախսային մասն ավելացել է, իսկ շահութաբերությունն էլ նվազել է: Բնականաբար հարկերը հաշվարկվում են շահութաբերությունից, եկամուտներից՝ դրա պատճառով էլ նվազում է տեղի ունենալու: Ըստ Հարկային օրենսգրքի՝ վճարումներն արվում են ավանսներով, որը հաշվվում է նախորդ տարվա ֆինասկան հոսքերի հիման վրա»:
Նկարտենք, որ 2022թ ապրիլի 29-ին շրջանառության մեջ դրվեց «Հայաստանի Հանրապետության հարկային օրենսգրքում լրացում և փոփոխություններ կատարելու մասին» և «Պետական տուրքի մասին» Հայաստանի Հանրապետության օրենքում փոփոխություն կատարելու մասին» ՀՀ օրենքների նախագծեր: Նախագծի կարգավորման առարկան ռոյալթիի հարկման համակարգն էր: Ակնկալվում է՝
1) ձևավորել հանքարդյունաբերության ոլորտի հարկման կայուն և կանխատեսելի հարկային միջավայր, որը նաև կապահովի ոլորտում գործունեություն իրականացնող կազմակերպությունների մրցունակությունը միջազգային շուկաներում, կնպաստի ոլորտի ներդրումային գրավչության բարձրացմանը,
2) մետաղական օգտակար հանածոների համար վճարվող ռոյալթիի համակարգը դարձնել առավել արդարացի և տնտեսագիտական տեսանկյունից առավել հիմնավորված,
3) մետաղական օգտակար հանածոների համար վճարվող ռոյալթիի համակարգը դարձնել մետաղների միջազգային գներին ավելի արձագանքող և ավելի պրոգրեսիվ՝ դրանով իսկ մետաղների բարձր գների պայմաններում պետական բյուջեի համար ապահովելով լրացուցիչ հարկային եկամուտներ։
Նախագծի ազդեցությունը բնականաբար տեսանելի կլինի 2023թ-ին:
