ԱՄՆ-ը մտադիր չէ Հյուսիսային Կորեայի հետ երկկողմ երկխոսություն սկսել՝ համարելով, որ Փխենյանի հետ բանակցությունները պետք է ընթանան նախկինում համաձայնեցված վեցակողմ ձևաչափով (Ռուսաստանի, Չինաստանի, Կորեայի Հանրապետության և Ճապոնիայի մասնակցությամբ): TASS-ի հաղորդմամբ՝ այս մասին հունվարի 6-ին լրագրողների համար պարբերական ճեպազրույցի ժամանակ հայտնել է ԱՄՆ Պետդեպի մամլո ծառայության ղեկավար Ջոն Քիրբին:

Նրան մի քանի անգամ ուղիղ հարցրել են՝ արդյոք Վաշինգտոնը բացառո՞ւմ է Փխենյանի հետ երկկողմ բանակցություններ սկսելու հնարավորությունը: «Մենք կարծում ենք, որ պատշաճ ֆորում են վեցակողմ բանակցությունները»,- ի պատասխան՝ ասել է ԱՄՆ արտաքին քաղաքական գերատեսչության պաշտոնական ներկայացուցիչը: Նա երկու անգամ կրկնել է այդ ձևակերպումը:

Քիրբին հաստատել է, որ ԱՄՆ-ը, ինչպես նախկինում արդեն բազմիցս ազդարարել է, շարունակում է համարել, որ վեցակողմ բանակցությունների վերսկսման համար պայմաններ ստեղծելու «պատասխանատվության բեռը» Հյուսիսային Կորեայի վրա է: ԱՄՆ վարչակազմի կարծիքով՝ Փխենյանը մինչև հիմա պատրաստակամություն չի ցուցաբերել կատարելու քայլեր, որոնք պահանջվում են վեցակողմ գործընթացի վերսկսման համար՝ ասել է Քիրբին:

Նա նաև նշել է, որ ԱՄՆ պետքարտուղարի առաջին տեղակալ Էնթոնի Բլինքենի՝ հաջորդ շաբաթ նախատեսվող ուղևորությունը Ասիա-Խաղաղօվկիանոսյան տարածաշրջան նպատակաուղղված չէ վեցակողմ բանակցությունների վերսկսումն ապահովելուն: «Դա չէ նրա ուղևորության պատճառը», սպասվող «կոնկրետ արդյունքներից» ոչ մեկը՝ պարզաբանել է Քիրբին:
