Արցախի շրջափակման պատճառով Ադրբեջանում 96 հազար հեկտար հողը բավարար ջուր չի ստանա: Այս մասին թելեգրամյան ալիքում գրել է Արցախի պետնախարարի խորհրդական Արտակ Բեգլարյանը:

«Արցախի նախագահ Արայիկ Հարությունյանը փետրվարի 23-ի իր ուղերձում որոշ փակագծեր է բացել Արցախում տիրող էներգետիկ ճգնաժամի և Սարսանգի ջրային պաշարների վերաբերյալ։ Մի քանի փաստ և շեշտադրում դրանց վերաբերյալ:

1. Հունվարի 9-ից ամբողջությամբ ընդհատելով Հայաստանից էլեկտրաէներգիայի մատակարարումը, ինչպես նաև շրջափակման ողջ ընթացքում պարբերաբար ընդհատելով գազի մատակարարումը, ադրբեջանական կողմը միտումնավոր հրահրեց էներգետիկ ճգնաժամը՝ որպես ճնշման հիմնական միջոց։

2. Այդ ժամանակվանից մենք անցել ենք էներգետիկ համակարգի ճգնաժամային կառավարմանը՝ օգտագործելով տեղական ՀԷԿ-երը ամբողջ հզորությամբ և հնարավորինս սահմանափակելով սպառումը, այդ թվում՝ խոշոր տնտեսական ձեռնարկությունների գործունեության կասեցման և անջատումների միջոցով:

3. Այս ընթացքում Սարսանգի ջրամբարի ջրային ռեսուրսները խիստ սպառվել են, քանի որ մեր գլխավոր հիդրոէլեկտրակայանի շահագործման համար մենք բաց թողեցինք շատ ավելի շատ ջրային ռեսուրսներ՝ 50 մեգավատ հզորությամբ, քան դրանք մտնում են Սարսանգ։

4. Այժմ իրավիճակն արդեն կրիտիկական է, ինչը նշանակում է, որ կարճ ժամանակում կունենանք էլեկտրաէներգիայի արտադրության համար անհրաժեշտ ջրային ռեսուրսների ծայրահեղ պակաս՝ դրանից բխող բոլոր հետեւանքներով։

5. Գրեթե 600 մլն խմ տարողությամբ Սարսանգի ջրամբարի ջրային ռեսուրսները ճնշող մեծամասնությամբ կրճատվել են, ինչը գարնանը և ամռանը լուրջ ճգնաժամ կստեղծի առաջին հերթին ադրբեջանցի ֆերմերների համար, քանի որ ջրային ռեսուրսները չեն բավարարի Ադրբեջանի Թարթառի, Աղդամի, Բարդի, Գորանբոյի, Եվլախի և Ախջաբադի շրջաններում մոտ 96000 հեկտարը ոռոգելու համար։

6. Ուստի Ադրբեջանի այս շրջանների բնակիչները պետք է տեղյակ լինեն, որ իրենց իշխանությունների և ինքնակոչ կեղծ ակտիվիստների շնորհիվ այս տարի ոռոգման ջուր չեն ունենա և կզրկվեն սննդի և եկամտի հնարավորությունից։

Հ.Գ.  Արցախի նախագահի մամուլի քարտուղարը հայտնել է, որ ռուսական կողմի միջնորդությամբ ադրբեջանական կողմի հետ պայմանավորվածություն է ձեռք բերվել վերանորոգել վնասված ցանցը և առաջիկա օրերին վերականգնել Հայաստանից էլեկտրաէներգիայի մատակարարումը։ Պարզ տրամաբանությունը հուշում է, որ որքան շուտ վերականգնվի Արցախի էլեկտրամատակարարումը, այնքան շուտ ոռոգման ջուրը հասանելի կլինի ադրբեջանցի ֆերմերներին»,- գրել է նա։
