Զորամասի հրամանատարը 3500 ԱՄՆ դոլար կաշառք է պահանջել ու ստացել․ ՀԿ

ՀՀ հակակոռուպցիոն կոմիտեում քննված քրեական վարույթով իրականացված նախաքննությամբ բացահայտվել են ՀՀ պաշտպանության նախարարության պաշտոնատար անձի կողմից խոշոր չափերով կաշառք ստանալու դեպքեր: Նախաքննությամբ ապացույցներ են ձեռք բերվել այն մասին, որ ՀՀ ՊՆ N զորամասի հրամանատարի պաշտոնը զբաղեցրած Վ. Ա.-ն, իր ծառայողական լիազորություններն օգտագործելով, կաշառք տվող անձանց օգտին գործողություններ կատարելու համար Վ. Ս.-ի միջոցով ստացել է խոշոր չափերով կաշառք:
Մասնավորապես` նախաքննությամբ պարզվել է, որ ՀՀ ՊՆ N զորամասի համապատասխան ծառայության պետ Վ. Ս.-ն, նույն զորամասի դասակի հրամանատար Տ. Չ.-ից տեղեկանալով այլ պաշտոնի նշանակվելու վերջինիս ցանկության մասին, պատրաստակամություն է հայտնել օժանդակել այդ նպատակով նրա կողմից նույն զորամասի հրամանատարին 1.500 ԱՄՆ դոլար կաշառք տալուն: Վ. Ս.-ն այդ մասին տեղեկացրել է հիշյալ պաշտոնատար անձին՝ իր մտերիմ Վ. Ա.-ին, ով համաձայնվել է կաշառքի դիմաց միջնորդել իր վերադասին՝ Տ. Չ.-ին ծառայության մեջ առաջխաղացման կարգով ավելի բարձր պաշտոնի նշանակելու:
Համաձայն նախապես ձեռք բերած պայմանանավորվածության՝ 2022 թ. մարտի 12-ին կաշառքի գումարի մի մասը Տ. Չ.-ն փոխանցել է Վ. Ս.-ին, ով, իր հերթին, այն փոխանցել է Վ. Ա.-ին:
Արդյունքում` Տ. Չ.-ն 2022 թ. մարտի 22-ին զեկուցագիր է ներկայացրել Վ. Ա.-ին՝ խնդրելով միջնորդել վերադասին՝ իրեն նշանակել հիշյալ զորամասի համապատասխան ստորաբաժանման պետի պաշտոնին, որից հետո Վ. Ա.-ն, ստացած կաշառքի դիմաց իր ծառայողական լիազորություններն օգտագործելով Տ. Չ.-ի օգտին, միջնորդություն է ներկայացրել իր վերադասին, և Տ. Չ.-ն նշանակվել է նշված պաշտոնին:
Բացի այդ, Վ. Ս.-ն, մտերիմ հարաբերությունների մեջ գտնվելով նույն զորամասի գումարտակի հրամանատարի տեղակալ-շտաբի պետ Հ. Ա.-ի հետ և նրանից տեղեկանալով, որ զորամասի համապատասխան գումարտակի հրամանատարը տեղափոխվում է այլ պաշտոնի, առաջարկել է օժանդակել Հ. Ա.-ին՝ հրամանատարի հիշյալ պաշտոնին նշանակվելու համար վերադաս պաշտոնատար անձին կաշառք տալուն: Այնուհետև Վ. Ս.-ն այդ մասին հայտնել է Վ. Ա.-ին, ով համաձայնվել է 2.000 ԱՄՆ դոլար կաշառքի դիմաց միջնորդել իր վերադասին՝ Հ. Ա.-ին ծառայության մեջ առաջխաղացման կարգով ավելի բարձր պաշտոնի նշանակելու: 2022 թ. մարտից մայիսն ընկած ժամանակահատվածում Հ. Ա.-ն Վ. Ս.-ի միջոցով Վ. Ա.-ին փոխանցել է պայմանավորված կաշառքի գումարից 1500 ԱՄն դոլարը:
Արդյունքում` Վ. Ա.-ն, կաշառքի դիմաց իր ծառայողական լիազորություններն օգտագործելով Հ. Ա.-ի օգտին, հաստատել է Հ. Ա.-ի ծառայողական բնութագիրը և մայիսի 18-ին ներկայացրել է վերջինիս համապատասխան գումարտակի հրամանատարի պաշտոնին նշանակելու միջնորդագիր, որից հետո Հ. Ա.-ն նշանակվել է հիշյալ պաշտոնում:
Վերը նշված հանցավոր արարքների կատարման համար Վ. Ա.-ին մեղադրանք է ներկայացվել ՀՀ քրեական օրենսգրքի 435-րդ հոդվածի 2-րդ մասի 2-րդ կետով /2 դրվագ/, Վ. Ս.-ին՝ ՀՀ նախկին քրեական օրենսգրքի 38-312-րդ հոդվածի 2-րդ մասով /2 դրվագ/, Հ. Ա.-ին և Տ. Չ.-ին՝ ՀՀ նախկին քրեական օրենսգրքի 312-րդ հոդվածի 2-րդ մասով:
Վ. Ա.-ի նկատմամբ որպես խափանման միջոց կիրառվել է կալանավորումը:
Քրեական վարույթով նախաքննությունն ավարտվել է: Վարույթի նյութերը մեղադրական եզրակացությամբ հանձնվել են հսկող դատախազին՝ այն հաստատելու և դատարան ուղարկելու միջնորդությամբ:
