Լեռնային Ղարաբաղի նկատմամբ Ադրբեջանի աճող ագրեսիվությունը հստակեցնում է Ադրբեջանի մտադրությունները՝ իրականացնել հայերի էթնիկ զտումներ։ Գերմանիայի արտաքին հարաբերությունների խորհրդում «Անվտանգությունը և կայունությունը Հարավային Կովկասում. Հայաստանի հեռանկարը» խորագրով քննարկմանը 1lurer.am-ի փոխանցմամբ հայտարարել է ՀՀ վարչապետ Նիկոլ Փաշինյանը:

«Վերջերս Ադրբեջանի նախագահ Ալիևը հայտարարեց, որ Լաչինի միջանցքը բաց է այն հայերի համար, ովքեր ցանկանում են լքել Ղարաբաղը։ Դա նշանակում է, որ Լաչինի միջանցքը փակ է այն հայերի համար, ովքեր ապրում են Լեռնային Ղարաբաղում։

Հարգելի ներկաներ,

Չնայած վերը նշվածին, Հայաստանի կառավարությունը դրսևորել է քաղաքական կամք և վճռական քայլեր է ձեռնարկում Հարավային Կովկասում խաղաղության և կայունության նոր դարաշրջան բացելու ուղղությամբ և կառուցողականորեն ներգրավված է Հայաստան-Ադրբեջան բանակցություններում։ Հայաստան-Ադրբեջան բանակցային գործընթացն ընթանում է հետևյալ երեք հիմնական ուղղություններով. համաձայնագիր Հայաստանի և Ադրբեջանի միջև հարաբերությունների կարգավորման մասին, տարածաշրջանում տրանսպորտային հաղորդակցությունների և տնտեսական կապերի ապաշրջափակում և սահմանագծում և անվտանգություն: Հայաստանը համաձայնել է տարանջատել ԼՂ հիմնախնդրի կարգավորումը հայ-ադրբեջանական գործընթացից՝ այն տրամաբանությամբ, որ Ստեփանակերտի և Բաքվի միջև կձևավորվի քննարկումների միջազգային մեխանիզմ։

Հայաստանի համար կարևոր նշանակություն ունի Լեռնային Ղարաբաղի հայերի անվտանգության և իրավունքների խնդիրների լուծմանն ուղղված երաշխիքային մեխանիզմի ստեղծումը, որը կունենա միջազգային տեսանելիություն և ներգրավվածություն: Չխորանալով մանրամասների մեջ՝ կցանկանայի նշել, որ հումանիտար բնույթի հիմնախնդիրները, ինչպիսիք են` բոլոր հայ ռազմագերիների վերադարձը և միջազգային կազմակերպությունների մուտքը Լեռնային Ղարաբաղ, շարունակում են մնալ չլուծված և մեզ համար հանդիսանում առաջնային մտահոգության հարցեր։ Մենք խստորեն դատապարտում ենք Ադրբեջանի կողմից ռազմագերիների մասին Ժնևի կոնվենցիայի շարունակական խախտումները, քանի որ առնվազն 33 հայ ռազմագերի դատապարտվել են տարբեր ժամկետներով ազատազրկման՝ միանգամայն մտացածին մեղադրանքներով։ Այն, որ Ադրբեջանը մերժում է հայ ռազմագերիներին հայրենիք վերադարձնել, Ադրբեջանի կողմից 2020 թվականի նոյեմբերի 9-ի եռակողմ հայտարարության 8-րդ կետի հերթական խախտումն է»,- նշեց նա:
