«Աջափնյակի մետրոպոլիտենի կայարանի կառուցումը իշխանությունների հերթական ձախողվող մեգանախագիծն է»։Այս մասին ֆեյսբուքյան իր էջում գրել է «Ապրելու երկիր» կուսակցության համահիմնադիր Մեսրոպ Առաքելյանը․
«Եվ այսպես, նախատեսվում է կառուցել մետրոյի կայարան՝ առանց քաղաքի տրանսպորտային համակարգի հաստատման։ Սա խոսում է ոչ պրոֆեսիոնալ աշխատանքի մասին։ Չկա որևէ հիմնավորում, որ մետրոյի կայարանի առկայությունը լուծելու է այդ թաղամասի տրանսպորտի հարցը։ Այդ տրամաբանությամբ Շենգավիթ համայնքը պետք է չունենար տրանսպորտի խնդիր։ Գնացեք տեսեք այդ թաղամասի կանգառներում սպասող բնակիչների քանակը։
Ժամանակակից քաղաքները վաղուց անցել են վերգետնյա տրանսպորտի զարգացմանը՝ ճոպանուղի, տրամվայ և այլն, որի կառուցումը ավելի էժան է և ավելի արագ։ Տրանսպորտային հարցերին դեռ կանդրադառնանք։
Կայարանի նախագծման համար կնքվել է 1,8 մլրդ դրամի պայմանագիր, որի դիմաց կառավարության այսօրվա որոշմամբ հատկացվեց ևս 1,1 մլրդ դրամ։ Կառավարությունը մետրոյի կայարանի նախագծի համար հատկացնում է հսկայական գումար, սակայն չկա մետրոյի կառուցման մասին որևէ փաստաթուղթ, որևէ որոշում։ Չկա որևէ տնտեսական հաշվարկ, որևէ ֆինանսական հիմնավորում։ Նախագիծ պատվիրելու և 1,8 մլրդ դրամ ծախս անելու միակ հիմնավորումը այն է, որ Աջափնյակում մետրո չկա։
Այսինքն՝ վերջում հնարավոր է պարզվի, որ կայարանի կառուցման համար պետք է 100 մլն դոլար, կամ էլ 200 մլն դոլար ու պարզվի, որ այդ գումարը չկա կամ էլ կլինի մի տասը տարի հետո։ Բայց կարևորը նախագիծը լինի, թեկուզ ծախսելով 1,8 մլրդ դրամ մի երկու տարում։ Նախագիծը՝ երկու տարում…
Հ․Գ․ Ի դեպ, թեև պայմանագիրը կնքված է դրամով, սակայն վճարումները կատարվում են ռուբլով և ակնհայտ է, որ հաշվարկը արված է ՌԴ ռուբլով, քաղաքապետարանին տրամադրված է բանկային երաշխիք 1 ռուբլին 7,37 դրամ փոխարժեքով։ Այսօր 1 ռուբլին 5,15 դրամ է՝ 30 տոկոսով ցածր։ Պատկերավոր ասած, այս 1,8 մլրդ դրամը շատ ավելի շատ ռուբլի է անում հիմա, քան եղել է հաշված պայմանագիրը կնքելու ժամանակ։ Բայց այս մասին՝ հաջորդ դասին…», - գրել է նա։
