Օտարերկրյա գործակալների մասին օրենքի վրացական տարբերակի ընդունումը վատ զարգացում է Վրաստանի և նրա ժողովրդի համար և հակասում է Եվրամիությանն անդամակցելու Թբիլիսիի ձգտումներին։ Այս մասին ասվում է ԵՄ արտաքին քաղաքականության պատասխանատու Ժոզեպ Բորելի հայտարարության մեջ։ 

«Վրաստանի խորհրդարանը երեքշաբթի առաջին ընթերցմամբ ընդունել է արտաքին ազդեցության թափանցիկության մասին նոր օրենքը, ինչը շատ վատ զարգացում է Վրաստանի և նրա ժողովրդի համար: Օրենքն անհամատեղելի է ԵՄ արժեքների և չափանիշների հետ. դա հակասում է Եվրամիությանն անդամակցելու Վրաստանի հայտարարած նպատակին»,- ասել է նա։ 

Բորելը կոչ է արել «հարգել Վրաստանի քաղաքացիների խաղաղ բողոքի իրավունքը»: Նրա կարծիքով՝ օրենքը «իր ներկայիս տեսքով սպառնում է սառեցնող ազդեցություն ունենալ քաղաքացիական հասարակության և լրատվամիջոցների վրա՝ բացասական հետևանքներ ունենալով շատ վրացիների համար»։

Նա զգուշացրել է, որ օրենքի կիրառումը «կարող է լուրջ հետևանքներ ունենալ ԵՄ-ի հետ հարաբերությունների վրա»։

Ըստ օրինագծի՝ իրավաբանական անձը, որի ֆինանսավորման ավելի քան 20%-ը գալիս է արտերկրից, պետք է համարվի օտարերկրյա ազդեցության գործակալ։ Փաստաթղթի համաձայն՝ լրատվամիջոցները կարող են լինել նաև օտարերկրյա գործակալ, մինչդեռ նախաձեռնությունը չի վերաբերում ֆիզիկական անձանց։ 

Հիշեցնենք, որ երեկ հատուկ ջոկատայինները ջրցան մեքենաներ են կիրառել Թբիլիսիում խորհրդարանի դիմաց ցույցը ցրելու համար: Հավաքվածները բողոքել են օտարերկրյա գործակալների մասին օրինագծի ընդունման դեմ։

Ավելի վաղ հատուկ ջոկատայինները մի քանի անգամ արցունքաբեր գազ էին կիրառել։
