Այն անհատները կամ տնտեսվարողները, ովքեր նման ծանր պայմաններում անօրինական ճանապարհներով, խաբեությամբ ու բոլորիս դժբախտության ֆոնին հարստանում են, պետք է հասարակության շրջանում պարսավանքի ու արհամարանքի արժանանան: Այս մասին Արցախի տեղեկատվական շտաբի հաղորդմամբ՝ հայտարարել է Արցախի պետնախարար Գուրգեն Ներսիսյանը։

«Շուրջ երեք ամիս է՝ շրջափակված Արցախում հումանիտար բեռները տեղ են հասնում մեծ դժվարությամբ, ուժերի գերլարման եւ ծանր բանակցությունների արդյունքում: Այս ընթացքում պետական մարմինների եւ ռուս խաղապահների միջեւ համագործակցության շնորհիվ հանրապետություն են հասնում քիչ քանակության առաջին անհրաժեշտության ապրանքներ, որոնք խիստ անհրաժեշտ են բնակչության կենսապահովման նվազագույն կարիքները բավարարելու համար:

Երեկ Արցախի Հանրապետություն բերված սահմանափակ հումանիտար բեռը, որը կազմված էր առաջնային անհրաժեշտության պարենամթերքից, պարունակում էր նաեւ 31 պարկ բոված արեւածաղկի սերմ: Թե որ տնտեսվարողը կամ անհատն է փորձել օգուտ քաղել ստեղծված իրավիճակից՝ կենսական նշանակության ապրանքը չարամտորեն փոխարինելով արեւածաղկի սերմով, պարզ կլինի համապատասխան մարմինների ձեռնարկած գործողությունների արդյունքում:

Բայց անկախ տեղի ունեցածի հանդեպ իրավական գնահատականից, շատ կարեւոր եւ հիասթափեցնող է հարցի բարոյական կողմը:

Այն անհատները կամ տնտեսվարողները, ովքեր նման ծանր պայմաններում անօրինական ճանապարհներով, խաբեությամբ ու բոլորիս դժբախտության ֆոնին հարստանում են, պետք է հասարակության շրջանում պարսավանքի ու արհամարանքի արժանանան:

Մանրածախ ապրանքների իրացման հետ կապված նոր կարգավորումներին զուգահեռ ուժեղացվելու են նաեւ ապրանքների անօրինական շրջանառության դեպքերի բացահայտման ուղղությամբ տարվող ջանքերը եւ այսուհետ յուրաքանչյուր այդպիսի դեպք հանրայնացվելու է»,– հայտարարել է Արցախի պետնախարարը։
