Առաջնորդվելով «Ազգային ժողովի կանոնակարգ» սահմանադրական օրենքի 134-րդ հոդվածի 8-րդ մասով՝ Ազգային ժողովի «Պատիվ ունեմ» և «Հայաստան» խմբակցությունները համատեղ նիստում որոշել են Հայաստանի Հանրապետության մարդու իրավունքների պաշտպանի թափուր պաշտոնում առաջադրել Էդգար Ֆերդինանդի Ղազարյանի թեկնածությունը։ Այս մասին հայտնում է ԱԺ մարդու իրավունքների պաշտպանության և հանրային հարցերի մշտական հանձնաժողովի նախագահ, անկուսակցական Թագուհի Թովմասյանը․
«Նկատի ունենալով, որ մի շարք հասարակական նախաձեռնություններ և իրավապաշտպաններ երկրում մարդու իրավունքների պաշտպանության ոլորտում առկա վիճակը գնահատել են խիստ մտահոգիչ, իսկ լուծման ուղղությամբ գործող իշխանությունների կողմից իրականացվող քաղաքականությունը՝ ձևախեղված։ Նրանք Հայաստանի Հանրապետության մարդու իրավունքների պաշտպանի թափուր պաշտոնում «Պատիվ ունեմ» և «Հայաստան» խմբակցություններին առաջարկել են Էդգար Ֆերդինանդի Ղազարյանի թեկնածությունը,
Կարևորելով հասարակական և մասնագիտական նախաձեռնությունների հետ համագործակցության շրջանակներում խորհրդարանական ընդդիմության համախորհուրդ գործելակերպը,
Խրախուսելի համարելով նման կարևորության հարցերում թեկնածուների ինքնառաջադրման և պատրաստակամության կամահայտնությունը,
Հիմք ընդունելով «Ազգային ժողովի կանոնակարգ» սահմանադրական օրենքի 8-րդ հոդվածի 1-ին մասի 8-րդ կետը, 145-րդ հոդվածը, Ազգային ժողովի ընդդիմադիր խմբակցությունների համատեղ քննարկումների ընթացքում ձեռք բերված համաձայնությունները։
Այսպիսով, այս պահի դրությամբ ԱԺ մարդու իրավունքների պաշտպանության և հանրային հարցերի մշտական հանձնաժողովը պաշտոնապես ստացել է մեկ թեկնածուի առաջադրման վերաբերյալ համապատասխան փաստաթղթեր, որոնք առնչվում են բացառապես Էդգար Ղազարյանին։
Իսկ Անահիտ Մանասյանի վերաբերյալ քաղաքական հայտարարությունները դեռ իրավական որևէ գործողության չեն վերածվել, և իշխող «Քաղաքացիական պայմանագիր» խմբակցությունը մինչ այս պահը ԱԺ մարդու իրավունքների պաշտպանության և հանրային հարցերի մշտական հանձնաժողովին որևէ թեկնածու չի առաջադրել»,- գրել է նա։
