«Ապրելու երկիր» կուսակցության համահիմնադիր Մեսրոպ Առաքելյանը ֆեյսբուքյան իր էջում գրում է.
Երևանի քաղաքապետարանը 20.02.2023թ․ մեկ անձին գնման շրջանակներում պայմանագիր է կնքել «Բեգրաունդ Փրոդաքշն» ՍՊԸ հետ ջազ համերգ կազմակերպելու համար՝ 89.280.000 դրամով։
Համաձայն «Գնումների մասին» օրենքի՝ այս դեպքում մեկ անձին գնում կարող է կատարվել, եթե ծառայությունը հնարավոր է ձեռք բերել միայն մեկ անձից կամ եթե արտակարգ իրավիճակի առաջացման հետևանքով ծագել է գնման անհետաձգելի պահանջ։
Փաստորեն, կամ Հայաստանում ուրիշ համերգ կազմակերպող չկար, կամ էլ այս համերգի կազմակերպման որոշումը կայացվել է արտակարգ պայմաններում, օրինակ, ոտքի վրա։
Մեկ անձից գնումով միջոցառում կազմակերպվել էր նաև գիրք նվիրելու օրը՝ 35.000.000 դրամով։
Իսկ իրականում, սա ուղղակի խայտառակություն է, երբ միջոցառումների կազմակերպումը իրականացվում է մեկ անձից գնումով, և ստացված ծառայությունը չափելի և համադրելի չէ, և չկա որևէ հիմնավորում՝ ինչպես է հաշվարկվել 89.280.000 դրամը։ Չկա նաև որևէ հիմնավորում, թե ինչու պետք է նման մասշտաբի համերգ կազմակերպել՝ վճարելով այսքան մեծ գումար։
Եվ, որպեսզի նման դեպքերը չարժանանան իրավապահ մարմինների ուշադրությանը, առաջարկում եմ «Գնումների մասին» օրենքում լրացում կատարել, համաձայն որի, թույլատրվում է իրականացնել մեկ անձից անսահմանափակ գնումներ, եթե ընտրություններին մնացել է մեկ տարուց քիչ ժամանակ։
