Արդարադատության փոխնախարարները քննարկել են դատական բարեփոխումներին ուղղված ծրագրի հեռանկարները

Արդարադատության նախարարի տեղեկալներ Կարեն Կարապետյանի, Արա Մկրտչյանի և ԱՆ «Օրենսդրության զարգացման կենտրոն» հիմնադրամի տնօրեն Տիգրան Դադունցի մասնակցությամբ տեղի է ունեցել Եվրոպայի խորհրդի իրավական բարեփոխումների և մարդու իրավունքների հարցերով համագործակցության ծրագրերի բաժնի փոխտնօրեն Լիլիթ Դանեղյանի, ԵԽ «Աջակցություն դատական բարեփոխումների իրականացմանը` Հայաստանում դատական իշխանության անկախության և արհեստավարժության ամրապնդումը» ծրագրի ղեկավար Թամարա Բարբակաձեի և ծրագրի պատասխանատու Նատալյա Ադամյանի միջև հանդիպումը։
ԱՆ-ից հայտնում են, որ հանդիպմանը քննարկվել է Հայաստանում դատական բարեփոխումներին ուղղված նոր ծրագրի՝ «Գործընկերություն հանուն լավ կառավարման III-ի» հնարավորություններն ու ակնկալիքները։ Ծրագրի նպատակն է շարունակել ամրապնդել Հայաստանում դատական իշխանության անկախությունը, իրավական ընթացակարգերի արդյունավետությունը և արդարադատության մատչելիությունը։
Ծրագրով առավել լայն դրույթ է հատկացվել քրեական, քրեադատավարական ոլորտին: Ծրագրի շրջանակում նաև փորձագիտական մակարդակով կշարունակվի իրավական նորմերի կատարելագործմանն ուղղված աջակցությունը, նոր թափ կհաղորդվի հաշտարարության, արբիտրաժի լիարժեք հաստատմանն ուղղված աշխատանքներին:
Արդարադատության նախարարության ներկայացուցիչները բարձր են գնահատել Հայաստանում դատաիրավական, սահմանադրական, քրեական արդարադատության ոլորտի լայնամասշտաբ բարեփոխումների ուղղությամբ իրականացվող գործունեությունը։ ԵԽ գործընկերների հետ քննարկվել է Արդարադատության նախարարությունում կատարված և մոտ ապագայում նախատեսվող համատեղ ծրագրերը, ինչպես նաև արդարադատության ոլորտի բարեփոխումների շրջանակում ինստիտուցիոնալ կարողությունների բարելավմանն ուղղված քայլերը:
Ընդգծել է ՀՀ դատական և իրավական բարեփոխումների 2022-2026 թվականների ռազմավարությամբ և դրանից բխող գործողությունների ծրագրի շրջանակում ԵԽ-ի աջակցությունը՝ ոլորտային քննարկումներ կազմակերպելու, ինչպես նաև օրենսդրական աշխատանքներին օժանդակելու համար:
Կողմերը քննարկել են Արդարադատության նախարարության և ՀՀ-ԵԽ 2019-2022թթ. գործողությունների ծրագրով իրականացված աշխատանքները, Դատական և քրեական արդարադատության շարունակական բարեփոխումները,իրավական կարողությունների զարգացումն ու տեխնիկական աջակցությունը, ինչն իրականություն է դարձել «Գործընկերություն հանուն լավ կառավարման II»-ի շրջանում։
