ԼՂ-ն պետք է լինի Ադրբեջանի մաս, որ հետո ինքնորոշվի. սա է, որ մեր ժողովրդին 18-ից հետո չենք բացատրել

Ես կարծում եմ, որ մենք ֆունդամենտալ պետք է անդրադառնանք այն կոնցեպտին, որով հետապնդվել է ԼՂ հարցը մեր անկախության տարիների ընթացքում։ ԱԺ-ում կառավարության հետ հարցուպատասխանի ժամանակ ասաց վարչապետ Նիկոլ Փաշինյանը։
«Այստեղ մենք ունենք երկու մաս․ մինչև «Մադրիդյան սկզբունքներ» և «Մադրիդյան սկզբունքներ»-ից հետո։ Մինչև «Մադրիդյան սկզբունքները» հայկական կողմի դիրքորոշումը եղել է այն, որ ԼՂ-ը երբեք չի եղել անկախ Ադրբեջանի կազմում և ԽՍՀՄ փլուզման համատեքստում իրականացրել է իր ինքնորոշման իրավունքը ու ինչպես Խորհրդային միության այլ սուբյեկտներ, իրացնելով ինքնորոշման իրավունքը, ստացել է անկախություն, հետևաբար չի եղել Ադրբեջանի կազմում, անկախացել է ԽՍՀՄ-ից։ 2007թ-ին իշխանության տրանսֆորմացիայի ընթացքում, երբ Սերժ Սարգսյանը վարչապետ էր, իսկ Ռոբերտ Քոչարյանը նախագահ, այդ ժամանակ ի հայտ եկան «Մադրիդյան սկզբունքներ»-ը, որտեղ ընդգծվում էր և՛ տարածաքային ամբողջականության սկզբունքը, և՛ ինքնորոշնման իրավունքի սկզբունքը։ Արձանագրվում էր, որ պետք է ճշգրտվի ԼՂ կարգավիճակը ու այդ կարգավիճակի ճշգրտման մեխանիզմը պետք է համաձանեցված լինի նաև Ադրբեջանի կողմից։ Եթե «Մադրիդյան սկզբունքներ»-ից առաջ հայկական կողմի դիրքորոշումն այն էր, որ Ղարաբաղը երբեք չի եղել Ադրբեջանի կազմում, հետևաբար ապագա կարգավիճակի հարցում պայմանավորվելու կարիք կարող է չլինել, «Մադրիդյան սկզբունքներ»-ով արձանագրվում է, որ ԼՂ կարգավիճակի հարցում պետք է պայմանավորվածություն ձեռք բերվի Ադրբեջանի հետո, ընդ որում՝ այդ սկզբունքների նախագծի հեղինակը որոշ և հավաստի տեղեկությունների համաձայն, հենց հայկական կողմն է եղել։ Այսպիսով՝ հարց է ծագում, եթե ԼՂ-ն չեն համարում Ադրբեջանի մաս, ինչու պետք է ԼՂ կարգավիճակի հարցը համաձայնեցվի Ադրբեջանի հետ, այստեղ է, որ ինքնորոշվել նշանակում է լինել որևէ տեղ, ինքնորոշման իրավունքով այդ տեղից տեղափոխվել մեկ այլ տեղ։ «Մադրիդյան սկզբունքներ»-ից առաջ այդ տեղը Խորհրդային միությունն էր, «Մադրիդյան սկզբունքներ»-ից հետ այդ տեղը Ադրբեջանն է: «Մադրիդյան սկզբունքներ»-ով ՀՀ-ն ԼՂ-ն ճանաչեց որպես Ադրբեջանի մաս»,- ասաց Փաշինյանը՝ հավելելով, որ այդ տրամաբանությամբ ԼՂ-ն պետք է լինի Ադրբեջանի մաս, որպեսզի կարողանա ինքնորոշվել։
«Սա է այդ քաղաքականության իրական բովանդակությունը ու մեր մեծագույն բացթողումն է, որ հենց 2018-ի այս ամեն ինչով հանդես չենք եկել ու մեր ժողովրդի չենք բացատրել»,-խոսքը եզրափակեց Փաշինյանը։
