«Փաստ» օրաթերթը գրում է
2023-ի ապրիլի 1-ից Հայաստանը անցում է կատարել ԱՊՊԱ ազատականացված սակագների համակարգին: Կար կարծիք, որ այս նոր համակարգը առավել ձեռնտու է լինելու կարգապահ վարորդներին, իրենց մեղքով վթար չունեցածներին: Ավելին, ԿԲ նախագահը նշել էր, թե «ազատականացման արդյունքում քաղաքացիները ավելի լավ կպատկերացնեն իրենց վարքագծի և ԱՊՊԱ պայմանագրի համար վճարվող գումարների միջև եղած կապը»: Անցել է արդեն երկու շաբաթ, և ի՞նչ ունենք արդյունքում: Արդյունքում վարորդների մեծ մասը, հատկապես մայրաքաղաքում, պարզել է, որ իր ապահովագրավճարը կտրուկ թանկացել է:
Ընդ որում, խոսքը նրանց մասին է նաև, որոնք ԿԲ նախագահի նշած՝ «իրենց վարքագծի» առումով խնդիրներ չեն ունեցել: Օրինակ՝ մեզ դիմած քաղաքացիներից մեկը տեղեկացրեց, որ յոթ տարի նույն ընկերության հետ ԱՊՊԱ պայմանագիր է կնքել, ոչ մի լումա ընկերությունից չի ստացել (այսինքն՝ վթար չի ունեցել, կամ առնվազն իր մեղքով վթար չի ունեցել), բոնուս մալուս դասը 10-ից դարձել է 3, բայց հիմա հանկարծ պարզել է, որ իր ապահովագրավճարը միանգամից թանկացել է միջինը 12 հազար դրամով: Մեկ այլ քաղաքացի էլ նշում էր, որ գրեթե նույն վիճակում իր ապահովագրավճարը նույնպես բարձրացել է, ընդ որում՝ ամենաբարձր գին սահմանել է այն ապահովագրական ընկերությունը, որի հետ ինքը տարիներ շարունակ պայմանագիր է կնքել, սակայն վթար չի ունեցել:
Մեր ուսումնասիրությամբ պարզվեց նաև, որ տարբեր ապահովագրական ընկերությունների առաջարկները երբեմն իրարից տարբերվում են ընդհուպ 30-40 տոկոսով, ավելին՝ նույն ընկերության՝ նույն վարորդի համար սահմանած գինը նույնիսկ օրվա տարբեր ժամերի փոփոխվում է: Ստացվում է՝ ազատականացման պարագայում սակագների սահմանման չափանիշներն առաջին հերթին աշխատում են ի վնաս կարգապահ վարորդների: Առավել ևս, որ այս չափանիշներում ՃԵԿ տուգանքները ներառված չեն:
