Այսօր՝ ապրիլի 24-ին, աշխարհասփյուռ հայ ժողովուրդը ոգեկոչում է 20-րդ դարի սկզբին Օսմանյան կայսրությունում տեղի ունեցած Հայոց ցեղասպանության նահատակների հիշատակը:

Ասված է ՀՀ ԱԳՆ հայտարարության մեջ։

«Ծրագրված և իր ծավալներով նախադեպը չունեցող մարդկության դեմ ուղղված այս հանցագործության հետևանքով 1915-1923թթ․ ընթացքում սպանվեց 1,5 մլն հայ, հարյուր հազարավորները ենթարկվեցին բռնության ու բռնի տեղահանության՝ զրկվելով հայրենիքում սեփական ինքնության պահպանման հնարավորությունից: Այս ոճրագործությունը, որն իրականացվեց մի ողջ ժողովրդի դեմ նրա ազգային պատկանելիության՝ հայ լինելու պատճառով, հետագայում հիմք դարձավ ցեղասպանության հանցանքի սահմանման համար և արտացոլվեց «Ցեղասպանության կանխարգելման և դրա պատժի մասին» միջազգային կոնվենցիայում:

Ավելի քան մեկ դար անց կարելի է արձանագրել, որ ցեղասպանության ոճրագործության դատապարտման և ճանաչման գործում միջազգային հանրության ցուցաբերած համերաշխության դրսևորումն է շուրջ երեք տասնյակ երկրի կողմից պետական մակարդակով Հայոց ցեղասպանության ճանաչումը, ինչպես նաև մի շարք միջազգային կառույցների կողմից համապատասխան բանաձևերի ու հռչակագրերի ընդունումը, ՄԱԿ-ի մարդու իրավունքների խորհրդի շրջանակներում ՀՀ կողմից հեղինակվող «Ցեղասպանության կանխարգելում» բանաձևերի միաձայն ընդունումը:

Ցեղասպանության միջազգային ճանաչումը միտված է աշխարհի որևէ այլ անկյունում մարդկության դեմ նմանատիպ հանցագործության կրկնությունը կանխելուն, այդ թվում՝ նոր էթնիկ զտումներ իրականացնելու սպառնալիքների զսպմանը. անտարբերությունը, թողտվությունը և անպատժելիությունն են, որ հնարավոր են դարձնում այդ զանգվածային ոճրագործության իրականացումը։

Ցավոք այսօր էլ, ինչպես և մեկ դար առաջ, աշխարհի տարբեր անկյուններում շոշափելի է ցեղասպան քաղաքականության վտանգը։ Այսօր էլ ցեղասպանության, էթնիկ զտումների վտանգի առջև են կանգնած Լեռնային Ղարաբաղում ապրող հայերը։ Լեռնային Ղարաբաղի ժողովրդի նկատմամբ Ադրբեջանի շարունակական ագրեսիվ քաղաքականությունը, հայատյաց հռետորաբանությունը, սեփական հայրենիքից զրկելուն, հայկական հետքը վերացնելուն ուղղված գործողությունները ոչ այլ ինչ են, քան ցեղասպան մտադրությունների դրսևորում:

Այսօր վերստին գլուխ խոնարհելով Հայոց ցեղասպանության սուրբ նահատակների հիշատակի առջև և որպես ցեղասպանությունների կանխարգելման օրակարգի առաջ մղման առաջամարտիկ՝ վերահաստատում ենք մեր հանձնառությունն արդարության, ճշմարտության ճանաչման, նոր ցեղասպանությունների ու մարդկության դեմ հանցագործությունների կանխարգելման գործին, էթնիկ, կրոնական և ռասայական հողի վրա խտրականության և անհանդուրժողականության դրսևորումների դեմ պայքարին»։
