Ինչո՞ւ է խաղաղության պայմանագիրը անվանափոխվել

Երևան–Բաքու «խաղաղության պայմանագրի» անվանափոխությունը որևէ կերպ չի հակասում մինչ այս եղած գործընթացի բովանդակությանը կամ նպատակներին։ Այս մասին Sputnik Արմենիայի հետ զրույցում ասաց ԱԺ «Քաղաքացիական պայմանագիր» խմբակցության քարտուղար Արթուր Հովհաննիսյանը։
Նշենք, որ այսօր ՔՊ–ական պատգամավոր Արման Եղոյանը հայտնել էր, որ Երևան–Բաքու խաղաղության պայմանագիրն ունի «հարաբերությունների կարգավորման համաձայնություն» անվանումը։
Հովհաննիսյանը նշեց, որ անվանափոխությամբ նպատակ է դրվել վերնագիրը համապատասխանեցնել գործընթացի ողջ բովանդակությանը։
«Այո, մեր խոսույթում մինչ այս էլ փաստաթուղթը խաղաղության պայմանագիր ենք կոչել, բայց հաշվի առնելով հանգամանքը, որ սա վերջ ի վերջո հարաբերությունների կարգավորման մասին է իրավական առումով, միջազգային իրավունքի առումով` նաև խմբագրական փոփոխություն է տեղի ունեցել։Ընթացող բանակցությունների դինամիկայից, քննարկվող հարցերից, վերջնական նպատակից ծնվում է հենց այս ամբողջ գործընթացի վերնագիրը. խաղաղությունը հաստատելու գլխավոր ճանապարհը հարաբերությունների կարգավորումն է»,–ասաց իշխանական պատգամավորը։
Նա կարծում է, որ գործընթացի «հարաբերությունների կարգավորման համաձայնություն» անվանափոխությունը տեղի է ունեցել Ադրբեջանի հետ փոխադարձ համաձայնությամբ, և որևէ այլ կոնտեքստում ինքը այդ հարցը չի դիտարկում
Ինչ վերաբերում է ներկայումս ընթացող հարաբերությունների կարգավորման բանակցություններին՝ Հովհաննիսյանը վերահաստատում է իր գործընկերոջ՝ Արման Եղոյանի խոսքերը, որ և’ Արևմուտքում, և’ Ռուսաստանում նույն բովանդակությամբ փաստաթուղթն է քննարկվում։
«Մեկ փաստաթղթի մասին է խոսք գնում, նույն փաստաթուղթն է բոլոր գործընկերների հետ քննարկվում։ Եվ այդ փաստաթուղթն է, որ արդեն 4–րդ անգամ մենք իրար փոխանցում ենք խմբագրումներից հետո։ Դրա վերաբերյալ քննարկումներ և՛ Ռուսաստանում են եղել, և՛ ԱՄՆ–ում, և՛ ԵՄ տարբեր երկրներում, այդտեղ ես խնդիր չեմ տեսնում»,–հավելեց նա։
Հիշեցնենք` 2021 թվականին Ադրբեջանի նախագահ Իլհամ Ալիևը հայտարարել էր Հայաստանի հետ խաղաղության պայմանագիր ստորագրելու պատրաստակամության մասին։ 2022 թվականի մարտին Բաքուն Երևանին էր փոխանցել հարաբերությունների կարգավորման վերաբերյալ հինգ կետից բաղկացած իր առաջարկը: Հայկական կողմը շտկումներ էր ավելացրել և ուղարկել իր տարբերակը։ Այդ ժամանակից ի վեր կողմերի միջև տարբեր մակարդակներով բանակցությունների մի քանի փուլ է եղել։
2022–ի դեկտեմբերի 22-ին Երևանը հրաժարվեց մասնակցել Հայաստանի, Ռուսաստանի և Ադրբեջանի ԱԳ նախարարների հանդիպմանը` Լաչինի միջանցքի շուրջ ստեղծված իրավիճակի պատճառով։ Այդ ժամանակվանից սկսած հարցը մտավ փակուղի։
2023–ի ապրիլի 20–ին ՀՀ վարչապետ Նիկոլ Փաշինյանն ԱԺ–ում լրագրողներին ասաց, որ ինքը հավատում է խաղաղության օրակարգին, սակայն կարևոր է, որ բանակցություններում նաև նախատեսված լինեն երաշխիքներ։
Ապրիլի 27–ին Ադրբեջանի ԱԳ նախարար Ջեյհուն Բայրամովը հայտարարեց, որ Հայաստանին բանակցությունների սեղանի շուրջ է վերադարձրել Ամերիկայի Միացյալ Նահանգները։
Մայիսի 1-ին ԱՄՆ Արլինգտոն քաղաքում կայացել է Ադրբեջանի ԱԳ նախարար Ջեյհուն Բայրամովի և Հայաստանի ԱԳ նախարար Արարատ Միրզոյանի երկկողմ հանդիպումը։ Նույն օրը Վաշինգտոնում էլ տեղի է ունեցել եռակողմ` հանդիպում Արարատ Միրզոյանի, ԱՄՆ պետքարտուղար Էնթոնի Բլինկենի և Ադրբեջանի ԱԳ նախարար Ջեյհուն Բայրամովի հանդիպումը։
Հավելենք, որ Հայաստանի ու Ադրբեջանի միջև խաղաղության գործընթացի հարցում միջնորդ դառնալու պատրաստակամություն են հայտնել և՛ ՌԴ–ն, և՛ ԱՄՆ–ն, և՛ Արևմուտքը։
