«Մենք ենք մեր սարերը» գործակալությունը շարժական բրիգադներ է գործարկել, բժշկական ծառայություններն առավել հասանելի դարձնելու համար Արցախի, Մարտունի, Մարտակերտ և Ասկերան շրջանների, գյուղական համայնքի բնակիչների համար։

Բարեգործական մի շարք կազմակերպությունների աջակցությամբ ծրագիրն իրականացվում է Արցախի առողջապահության նախարարության հետ։ Ծրագրի նպատակն է բժշկական բրիգադների գործարկման միջոցով գյուղական վայրերում առողջության առաջնային պահպանման ծառայություններն ավելի հասանելի դարձնել։ Ռուբեն Վարդանյանի այս նախաձեռնությունը դժվար է գերագնահատել։

Դեռևս պետնախարար աշխատած օրերին Վարդանյանը բազմաթիվ նման նախաձեռնություններ է իրականացրել, իսկ այժմ էլ, գտնվելով Արցախում, նա շարունակում է ավելի լայն թափով իրականացնել նախաձեռնությունները «Մենք ենք մեր սարերը» հիմնադրամի միջոցով։ Հատկապես ստեղծված պայմաններում, երբ բազմաթիվ արցախցիներ զրկված են տարրական կենսապահովման միջոցներից, բժշկական ապահովության շարժական կազմերը կարող են արագ հասնել դեպքի վայր, օգնություն ցուցաբերել գյուղական բնակավայրերի բնակիչներին, թեթևացնել մարդկանց հոգսերը։

Պետնախարարի պաշտոնից հեռացվելուց հետո մի շարք շրջանակներ լուրեր էին տարածում, թե Ռուբեն Վարդանյանը հեռանալու է Արցախից և այլևս չի շարունակելու իր գործունեությունը, թերևս այդ կերպ նպատակ ունենալով վարկաբեկել նախկին պետնախարարին։ Վերջինս ոչ միայն մնացել է Արցախում և շարունակում է իր գործունեությունը, այլև նոր թափ է հաղորդում իր բարեգործական հիմանդրամի և այլ նախաձեռնությունների միջոցով, ինչը վկայում է, որ նրա դեմ իրականացված արշավը բացարձակ անհիմն և անլուրջ է եղել։

Թերևս այդ շրջանակները, եթե բարոյականության նշույլներ ունենային, ներողություն կխնդրեին նախկին պետնախարարից, սակայն վստահաբար կարելի է ասել, որ ոչ միայն չեն խնդրելու, այլ միայն շարունակելու են նույն ոգով կեղտ թափել։
