Սարսանգի ջրամբարի ցամաքումը բնապահպանական լուրջ հետևանքներ կառաջացնի տարածաշրջանի ողջ էկոհամակարգի համար

Արցախի ԱԳՆ հայտարարությունը Ադրբեջանի հրահրած վերահաս բնապահպանական աղետի վերաբերյալ․
«Գրեթե 5 ամիս է, ինչ շարունակվում է Արցախի Հանրապետության պաշարումը, որն ուղեկցվում է տրանսպորտային և էներգետիկ ապօրինի շրջափակմամբ և հանդիսանում է Ադրբեջանի կողմից պետական մակարդակով համակարգված ու հետևողականորեն իրականացվող էթնիկ զտումների քաղաքականության հիմնական գործիքներից մեկը։ Այս քաղաքականության շրջանակներում ադրբեջանական կողմը փորձում է ոչ միայն անտանելի սոցիալ-տնտեսական պայմաններ ստեղծել, այլ նաև արհեստականորեն հրահրել բնապահպանական աղետ և խարխլել Արցախի կայուն զարգացման հիմքերը։
Մասնավորապես, ադրբեջանական կողմը խոչընդոտում է Հայաստանից Արցախ մտնող միակ բարձրավոլտ հոսանքագծի վթարի վերացումն Աղավնո-Բերձոր հատվածում։ Էներգետիկ ճգնաժամը խորացնելու նպատակով ադրբեջանական կողմը կանոնավոր կերպով խափանել է նաև Հայաստանից Արցախ մտնող գազատարի աշխատանքը։ Վերջին անջատումից արդեն 2 ամիս է անցել։ Արդյունքում Սարսանգի ջրամբարի վրա գտնվող հիդրոէլեկտրակայանը դարձավ էներգետիկ ճգնաժամը մեղմելու միակ հնարավորությունը, սակայն ադրբեջանական իշխանությունների՝ պաշարման և էներգետիկ շրջափակման չդադարող քաղաքականությունը հանգեցրեց նրան, որ ցրտաշունչ ձմռան ընթացքում Արցախի պաշարված բնակչության համար անհրաժեշտ էլեկտրաէներգիա արտադրելու նպատակով ջրամբարից բաց թողնվեց աննախադեպ քանակությամբ ջուր։
Արցախի իշխանությունները բազմիցս միջազգային հանրության ուշադրություն են հրավիրել այն փաստի վրա, որ Ադրբեջանի կողմից Հայաստանից Արցախ բնական գազի և էլեկտրաէներգիայի մատակարարման միտումնավոր արգելափակման շարունակումը կհանգեցնի աղետալի հետևանքների, մասնավորապես, Սարսանգի ջրամբարի համար, որը քաղցրահամ ջրի ամենախոշոր ու կենսական նշանակություն ունեցող աղբյուրն է Արցախում։ Սարսանգի ջրամբարի ցամաքումը բնապահպանական լուրջ հետևանքներ կառաջացնի տարածաշրջանի ողջ էկոհամակարգի համար․ Արցախի, ինչպես նաև Ադրբեջանի որոշ շրջանների բնակչությունը կզրկվի նորմալ կենսագործունեության համար անհրաժեշտ ջրային ռեսուրսներից։
Սարսանգի ցամաքման համար նախապայմաններ ստեղծելով և բնապահպանական աղետ հրահրելով՝ Ադրբեջանի իշխանությունները միանգամից մի քանի նպատակ են հետապնդում, այդ թվում՝ անտանելի կենսապայմաններ ստեղծել Արցախում և հող նախապատրաստել ջրային ռեսուրսների անբարեխիղճ օգտագործման մեջ մեղադրանքների համար՝ որպես նոր ռազմական սադրանքների պատրվակ։
Վերստին ընդգծում ենք, որ Ադրբեջանի հակաիրավական և ագրեսիվ շարունակական գործողություններով պայմանավորված՝ շեշտակի վատթարանում է հումանիտար իրավիճակն Արցախի Հանրապետությունում և ընդհանուր ռազմաքաղաքական իրադրությունը տարածաշրջանում։ Ստեղծված ծայրահեղ վտանգավոր իրավիճակում խիստ անհրաժեշտ ենք համարում 2020 թ․ նոյեմբերի 9-ի եռակողմ հայտարարության դրույթների անշեղ կատարման ապահովումը, ինչպես նաև միջազգային հանրության և առաջին հերթին՝ ՄԱԿ-ի Անվտանգության խորհրդի անհապաղ և վճռական միջամտությունը՝ թույլ չտալու մարդու իրավունքների զանգվածային ու կանոնավոր խախտումների շարունակումն Արցախում և կասեցնելու Ադրբեջանի հանցավոր ծրագրերն ու ցեղասպան մտադրությունները»։
