ՔԿՀ պաշտոնյաներին մեղադրանք է ներկայացվել դատապարտյալներից 2 մլն 827 հազ. դրամ կաշառք ստանալու համար

ՀՀ հակակոռուպցիոն կոմիտեում նախաձեռնված քրեական վարույթով կատարված նախաքննությամբ հիմնավորվել է, որ ՀՀ ԱՆ «Նուբարաշեն» քրեակատարողական հիմնարկի անվտանգության ապահովման բաժնի աշխատակիցներ Հ. Խ.-ն և Ա. Գ.-ն, ի պաշտոնե լիազորված լինելով ապահովել քրեակատարողական հիմնարկում ներքին ծառայության և անվտանգության պահպանման կարգը, նախնական համաձայնությամբ ակնհայտ ապօրինի գործողություն կատարելու՝ հիշյալ ՔԿՀ բջջային հեռախոսներ փոխանցելու համար, նույն հիմնարկի դատապարտյալներից պարբերաբար ստացել են շուրջ 2.827.800 ՀՀ դրամ կաշառք։
Մասնավորապես՝ պարզվել է, որ «Նուբարաշեն» ՔԿՀ աշխատակից Հ. Խ.-ն, արգելված իրեր հանդիսացող հեռահաղորդակցության կապի միջոցներ, այդ թվում՝ բջջային հեռախոսներ ու լիցքավորման սարքեր ՔԿՀ տարածք տեղափոխելու և դատապարտյալներ Ռ. Ե.-ին ու Վ. Հ.-ին փոխանցելու դիմաց 2022 թվականի հունվարին նրանցից ընդունել է խոշոր չափերով կաշառքի առաջարկը։ Այնուհետև հիշյալ դատապարտյալների կանայք, ձեռք բերելով բջջային հեռախոսներն ու դրանց լրակազմի մեջ մտնող իրերը, դրանք նախապես պայմանավորված վայրերում տարբեր օրերի հանձնել են ՔԿՀ պաշտոնյային: Վերջինս էլ այդ արգելված իրերը տեղափոխել է քրեակատարողական հիմնարկ և հանձնել դատապարտյալներին: Նշված ապօրինի գործողության համար դատապարտյալներն իրենց կանանց միջոցով ՔԿՀ պաշտոնատար անձի տրամադրած բանկային հաշվեհամարին պարբերաբար որպես կաշառք փոխանցել են տարբեր չափերի, ընդհանուր՝ 2.827.800 գումար:
Ընդ որում՝ նախաքննությամբ հիմնավորվել է, որ վերը նշված կաշառքի գումարից 60.000 ՀՀ դրամը Հ. Խ.-ն ստացել է խմբի կազմում՝ նույն հիմնարկի անվտանգության ապահովման բաժնի մասնագետ Ա. Գ.-ի հետ միասին: Հ. Խ.-ն վերջինիս խնդրել է ապահովել իր անխոչընդոտ անցումը քրեակատարողական հիմնարկի հատուկ պահպանման գոտի՝ արգելված իրեր անցկացնելու համար, որի համար 60.000 ՀՀ դրամը որպես կաշառք փոխանցել է Ա. Գ.-ի բանկային քարտին:
2022 թվականի մայիսի 7-ին դատապարտյալներից մեկին արգելված իր հանդիսացող հեռահաղորդակցության կապի միջոցների նոր խմբաքանակը (14 բջջային հեռախոս) փոխանցելու համար Հ. Խ.-ն, հերթական՝ 300.000 ՀՀ դրամ կաշառք ստանալու առաջարկն ընդունելուց հետո, դրանք կրկին փոխադրել է «Նուբարաշեն» ՔԿՀ, սակայն հսկիչ-անցագրային կետով անցկացնելիս բռնվել է ԱԱԾ աշխատակիցների կողմից։
Խոշոր չափերով կաշառք ստանալու համար Հ. Խ.-ին մեղադրանք է ներկայացվել ՀՀ քրեական օրենսգրքի 435-րդ հոդվածի 2-րդ մասի 1-ին, 2-րդ և 3-րդ կետերով, Ա. Գ.-ին՝ 435-րդ հոդվածի 2-րդ մասի 1-ին և 3-րդ կետերով, ՔԿՀ պաշտոնատար անձանց կաշառք տալու համար դատապարտյալներ Ռ. Ե.-ին և Վ. Հ.-ին մեղադրանք է ներկայացվել ՀՀ քրեական օրենսգրքի 436-րդ հոդվածի 2-րդ մասի 2-րդ և 3-րդ կետերով:
Կաշառք տալուն օժանդակելու համար մեղադրանք է ներկայացվել նաև դատապարտյալների կանանց:
Քրեական վարույթով նախաքննությունն ավարտվել է: Վարույթի նյութերը մեղադրական եզրակացությամբ հանձնվել են հսկող դատախազին, ում կողմից այն հաստատվել և ուղարկվել է դատարան:
Ծանուցում. հանցագործության համար մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով՝ դատարանի՝ օրինական ուժի մեջ մտած դատավճռով:
