Կարգելվի սիգի ձկնկիթի արտահանումը. նախագիծ․ «Փաստ»

«Փաստ» օրաթերթը գրում է
Շրջակա միջավայրի նախարարությունը հանրային քննարկման է ներկայացրել «ՀՀ տարածքից սիգի ձկնկիթի արտահանման ժամանակավոր արգելք կիրառելու մասին» կառավարության որոշման նախագիծ, որի ընդունման անհրաժեշտությունը, ըստ հեղինակների, բխում է ՀՀ պարենային անվտանգության, Սևանա լճում կենսապաշարի կայուն օգտագործման և կենսաբազմազանության պահպանության պահանջից:
Նշվում է, որ Սևանա լճում սիգի արդյունագործական որսի կանոնակարգման գործընթացի արդյունքում վերջին տարիներին լճում նկատվում է սիգի կենսազանգվածի աճ (2019 թ.-ին՝ 2668 տոննա, 2020 թ.-ին՝ 2345 տոննա, 2021 թ.-ին՝ 5348 տոննա 2022 թ.-ին՝ 4700 տոննա), ինչը հնարավորություն է տալիս ապահովել լճում փոքր քանակությամբ ձկան արդյունագործական որսի իրականացում (2020 թ.-ին՝ 300 տոննա, 2021 թ.-ին՝ 300 տոննա, 2022 թ.-ին՝ 600 տոննա, 2023 թ.-ին՝ 300 տոննա): Սակայն վերջին տարիների սիգի կենսազանգվածի աճի տենդենցը դեռևս չի ապահովում վայրի ձկնատեսակի բնականոն աճն ու օպտիմալ թվաքանակը լճում:
Ըստ նախարարության, Հայաստանում դեռևս չունենք այնպիսի վայրի ձկնատեսակ, որի ձկնկիթն ունենա արտադրական նշանակություն, քանի որ դեռ անհրաժեշտ է ձկնատեսակի ծավալների շարունակական ավելացում։ Հաշվի առնելով Սևանա լճում սիգի արդյունագործական որսի կանոնակարգման գործընթացի մեկնարկային և պիլոտային լինելու հանգամանքը, ինչպես նաև վերջին տասնամյակների ընթացքում լճի վրա մարդածին բացասական ազդեցությունն ու կենսառեսուրսների նկատմամբ ձևավորված սպառողական վերաբերմունքը՝ հնարավոր բացասական հետևանքները կանխարգելելու, արդյունագործական բարձր արժեք ունեցող վայրի ձկնատեսակի պահպանությունը և բնականոն վերարտադրությունը կազմակերպելու անհրաժեշտությունից ելնելով, իրավական այս ակտով նախատեսվում է սահմանել ՀՀ տարածքից սիգի ձկնկիթի արտահանման արգելք:
Առաջարկվում է վեց ամիս ժամկետով արգելք սահմանել ՀՀ տարածքից արտահանման ԵԱՏՄ ԱՏԳ ԱԱ 1604 32 001 0 և 0511 91 901 ծածկագրերին դասվող ՀՀ ծագում ունեցող սաղմոնազգիներին պատկանող սիգի ձկնկիթի արտահանման նկատմամբ: Արդյունքում ակնկալվում է Սևանա լճի էկոլոգիական հավասարակշռության վիճակի բարելավում, լճի և դրա ջրհավաք ավազանի էկոհամակարգերի կենսաբազմազանության պահպանություն և կենսապաշարների կայուն օգտագործման բարելավում, սիգի կայուն զանգվածի պահպանում, արդյունագործական որսի իրականացում։
