ՀՀ քննչական կոմիտեի և ԱՄՆ հետաքննությունների դաշնային բյուրոյի միջև համագործակցության հուշագիր է կնքվել

ՀՀ քննչական կոմիտեի և ԱՄՆ արդարադատության դեպարտամենտի հետաքննությունների դաշնային բյուրոյի (ՀԴԲ) միջև գործակցությունը թևակոխում է որակապես նոր շրջափուլ։ Այս մասին հայտնում են ՀՀ քննչական կոմիտեի տեղեկատվության և հասարակայնության հետ կապերի բաժնից:

Մայիսի 16-ին ՀՀ քննչական կոմիտեում երկու կառույցների միջև ստորագրվել է համագործակցության հուշագիր, որն ստորագրել են մի կողից ՀՀ քննչական կոմիտեի նախագահի տեղակալ Արսեն Այվազյանը, մյուս կողմից՝ ԱՄՆ արդարադատության դեպարտամենտի հետաքննությունների դաշնային բյուրոյի՝ Հայաստանում և Վրաստանում իրավական կցորդ տիկին Հեդեր Բերգը։

Կարևոր այս իրադարձությանը ներկա են գտնվել ՀՀ քննչական կոմիտեի նախագահ Արգիշտի Քյարամյանը և Հայաստանի Հանրապետությունում ԱՄՆ արտակարգ և լիազոր դեսպան Քրիստինա Ալիսոն Քվինը։

Համագործակցության հուշագիրն ուղղված է անդրազգային հանցագործությունների դեմ պայքարում ՀՀ ՔԿ-ի և ԱՄՆ ՀԴԲ-ի ջանքերի համատեղմանը և արդյունավետության բարձրացմանը։

Այն վերաբերում է կիբեռհանցավորության, մարդկանց առևանգման, կազմակերպված հանցավորության, տնտեսական, ֆինանսական և բանկային ոլորտներում անօրինական միջազգային գործունեության, այդ թվում՝ փողերի լվացման, անօրինական միգրացիայի բոլոր ձևերի, թրաֆիքինգի, ինչպես նաև` այլ բնույթի հանցագործությունների դեմ պայքարին։

Հուշագրի հիման վրա համագործակցությունն իրականացվելու է համակարգված օպերացիաների իրականացման, իրավապահ ոլորտում տեղեկությունների փոխանակման, կողմերի միջև գոյություն ունեցող համագործակցային կապերի ամրապնդման, ինչպես նաև` մասնագիտական կարողությունների զարգացման ոլորտում մեթոդական աջակցության միջոցով։

ՀՀ քննչական կոմիտեի նախագահն ԱՄՆ դեսպանի հետ հանդիպման ընթացքում չափազանց կարևոր է համարել հուշագրի ստորագրումը, որը հնարավորություն կտա կարգավորել և առավել համակարգված դարձնել երկու երկրների միջև իրավական համագործակցությունը՝ այն բարձրացնելով որակական նոր հարթություն։ ՀՀ քննչական կոմիտեի նախագահը հույս է հայտնել, որ իրավապահ կառույցների միջև օրըստօրե խորացող գործակցությունը շարունակական կլինի։

Իր հերթին Դեսպան տիկին Քրիստինա Քվինը հուշագրի ստորագրումը նշանակալի է համարել անդրազգային հանցավորության դեմ համապարփակ պայքարում միջազգային իրավապահ մարմինների բոլոր մակարդակներում համագործակցության ամրապնդման, հանցավորության սպառնալիքի աճի կանխարգելման տեսանկյունից։ Նա նշել է, որ դեսպանությունը կշարունակի ՀՀ և ԱՄՆ իրավապահ կառույցների միջև համագործակցության խորացմանը։
