Արցախի Հանրապետության Կառավարության 2023 թվականի ապրիլի 11-ի համապատասխան որոշմամբ՝ հաստատվել է վճարովի համակարգում սովորող որոշ խմբերի ուսանողների 2022-2023 ուստարվա ուսման վարձերի`Արցախի Հանրապետության պետական բյուջեից փոխհատուցման կարգը, որով սահմանվում են դրա պայմաններն ու չափերը: Այս մասին «Արցախպրես»-ի թղթակցի հետ զրույցում տեղեկացրել է Արցախի Հանրապետության կրթության, գիտության, մշակույթի և սպորտի նախարարի տեղակալ Հասմիկ Մինասյանը:

«Նոր կարգի համաձայն, շահարուները փոխհատուցում են ստանալու սահմանված ժամանակահատվածի, այսինքն՝ 2022-2023 ուսումնական տարվա համար, ի տարբերություն նախկինում գործող 2021 թվականի մարտի 1-ին ԱՀ Կառավարության կողմից հաստատված թիվ 152-Ն որոշման: 2023 թվականին հաստատված թիվ 239-Ն կարգով որոշակիորեն փոփոխել ենք ուսման վարձավճարների փոխհատուցման մոտեցումները, որի համաձայն՝ այն կստանան սոցիալական որոշ խմբերի, տեղահանված ընտանիքների, սպայական կազմի զինծառայողների ուսանող զավակները, ինչպես նաև հայաստանյան բուհերի վճարովի տեղերում սովորող ԱՀ քաղաքացիները: Փոխհատուցում կտրվի Հայաստանի Հանրապետության պետական բարձրագույն ուսումնական հաստատություններում Արցախի Հանրապետությանը հատկացված տեղերով՝ 2020-2021, 2021-2022 և 2022-2023 ուսումնական տարիների բակալավրիատի և անընդհատ ու ինտեգրացված կրթական ծրագրերով ընդունված, վճարովի համակարգում սովորող ուսանողներին՝ ընդունելության մրցութային առարկաների քննություններից 75 տոկոսին համարժեք և ավելի միավոր ապահոված, ինչպես նաև նախորդ կիսամյակի արդյունքում գնահատման բալային համակարգի առավելագույն միավորի առնվազն 65 տոկոս միջին որակական գնահատական ապահոված լինելու դեպքում: Շուրջ 50%-ի չափով կփոխհատուցվեն նաև անկախ պետական և ոչ պետական բուհում սովորող այն ուսանողների վարձավճարները, ովքեր 2020 թվականի պատերազմի հետևանքով տեղահանվել են և կորցրել են իրենց հիմնական բնակավայրերը: ՀՀ բուհերում սովորողների վարձավճարների փոխհատուցում կտրամադրվի միայն առկա համակարգում սովորող ուսանողներին: Երևանի Մխիթար Հերացու անվան պետական բժշկական համալսարանի ինտեգրացված կրթական ծրագրի՝ Արցախի Հանրապետությանը հատկացված տեղերով ուսումնառած և 2022-2023 ուսումնական տարվա կլինիկական օրդինատուրայի բուժական մասնագիտությունների գծով ընդունելության մրցույթի արդյունքներով ընդունված սովորողները փոխհատուցում կստանան 100 տոկոսի չափով։ Որպես չափանիշ այստեղ դեր է խաղալու իրենց կողմից ցուցաբերած ուսման առաջադիմությունը»,- ներկայացրել է Հ. Մինասյանը:

Ինչ վերաբերում է Արցախի Հանրապետության բուհերում սովորող ուսանողների վարձավճարների փոխհատուցմանը, ապա կան որոշակի առանձնահատկություններ:

«Պետական բուհերում վարձավճարների փոխհատուցում կստանան 1-4-րդ կուրսերի սովորողները, իսկ ոչ պետական ուսումնական հաստատություններում՝ 1-3-րդ»,-նշել է պաշտոնյան:

Անդրադառնալով ընթացիկ ուսումնական տարվա վարձավճարների փոխհատուցմանը՝ ԱՀ ԿԳՄՍ փոխնախարարը իրազեկել է, որ այս պահին ոչ բոլոր վճարումներն են իրականացված, որոնք, սակայն, մինչև կիսամյակի վերջ լրիվությամբ կփոխանցվեն:
