«Փաստ» օրաթերթը գրում է

ՀՀ աշխատանքի և սոցիալական հարցերի նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարել կառավարության 2022 թ. հուլիսի 21-ի N 1179-Լ որոշման մեջ: Նշվում է, որ նախագիծը մշակվել է՝ ելնելով Ադրբեջանի կողմից 2022 թ. սանձազերծված ռազմական գործողություններին մասնակցած, ինչպես նաև 2020 թ.-ից հետո ժամկետային պարտադիր զինվորական ծառայությունից զորացրված անձանց զբաղվածության ապահովման անհրաժեշտությունից։ Նախագծով առաջարկվող կարգավորումը նպատակ ունի Ադրբեջանի կողմից 2022 թ.ին սանձազերծված ռազմական գործողություններին մասնակցած անձանց զբաղվածության համար ևս սահմանել հավասար հնարավորություններ, ինչ նախատեսված է Ադրբեջանի կողմից 2016 և 2020 թթ. սանձազերծված ռազմական գործողություններին մասնակցած գործազուրկ անձանց համար։

Ինչպես ցույց են տալիս Զբաղվածության ռազմավարության նախագծի մշակման շրջանակներում իրականացված աշխատաշուկայի վերլուծության արդյունքները, 2021 թ.-ին 15-25 տարեկան չսովորող և չաշխատող տղամարդկանց տեսակարար կշիռը նույն խմբի տղամարդկանց թվաքանակում եղել է ամենաբարձրը՝ 53,6 տոկոս կամ 28 հազ. մարդ։ Նշված տարիքային միջակայքը համընկնում է բանակից վերադարձի և բարձրագույն կրթություն ստանալուց հետո՝ աշխատաշուկա մուտք գործելու ժամանակահատվածի հետ։ Նախագծով նախատեսվում է ստեղծել լրացուցիչ հնարավորություններ նշված անձանց մուտքն աշխատաշուկա դյուրացնելու համար, մասնավորաբար՝ ձեռք բերելու գործատուի կողմից ներկայացված պահանջներին համապատասխան մասնագիտական հմտություններ և կարողություններ՝ գործատուի մոտ առկա թափուր աշխատատեղը համալրելու նպատակով։

Այսպիսով՝ նախագծի ընդունմամբ ակնկալվում է գործատուների մոտ առկա թափուր աշխատատեղերը համալրել նաև անհրաժեշտ մասնագիտական կարողություններ և հմտություններ ունեցող՝ Ադրբեջանի կողմից 2022 թ.-ին սանձազերծված ռազմական գործողություններին մասնակցած, ինչպես նաև 2020 թ.-ից հետո ժամկետային պարտադիր զինվորական ծառայությունից զորացրված գործազուրկ անձանցով՝ ապահովելով վերջիններիս կայուն զբաղվածությունը։
