Արտակ Զաքարյանը գրել է․
«Եթե Փաշինյանը և Ալիևը կարծում են, որ Ալմաթիի հռչակագրով, նախկին ԽՍՀՄ հանրապետությունների վարչական սահմանների նույնական ճանաչումը որպես միջպետական սահմաններ, բխում է միջազգային պարտավորություններից, ուրեմն երկուսն էլ այսուհետ պետք է պատրաստ լինեն ՄԱԿ-ում քվեարկել Ղրիմի, Հարավային Օսիայի, Աբխազիայի, Մերձդնեստրի և այլ նմանատիպ թեմաների վերաբերյալ հնարավոր բանաձևերի օգտին: Սա ի միջ այլոց:
Նիկոլի հորինած «կադաստրի թուղթ» օպերացիան, ինչպես բոլոր թեմաները, ոչ միայն կեղծ են այլ նաև ծայրահեղ վտանգավոր: Ստացվում է, որ Հայաստանի Հանրապետությունն ըստ Նիկոլի` «ապօրինի պետություն» է, որը 1992թ-ից սկսած ապօրինի անդամակցել է ՄԱԿ-ին և բոլոր միջազգային կառույցներին, հաստատել է ապօրինի դիվանագիտական հարաբերություններ, կնքել է հազարավոր բազմակողմ ու երկկողմ միջազգային ապօրինի պայմանագրեր և այլն: Եթե ծուղակ հանդիսացող այս շինծու գաղափարն Ալիևը չի տվել Նիկոլին, ապա ո՞վ է այդ թշնամական թեզը հուշել Հայաստանի հինգ տարեկան «վարչապետին»:
Նիկոլի ուղեղին հասու «կադաստրի թուղթը» երկրները ձեռք են բերում հայրենատիրությամբ, խելացի իշխանություններով ու քաղաքական կամքով, բանակի ուժով և ոգով, երկրի անվտանգությունն ապահովելու կարողությամբ, հասարակական համերաշխությամբ, տնտեսական և սոցիալական ռեսուրսներ ստեղծելով ու վերարտադրելով, ազգային ինքնությամբ և պատմական հիշողությամբ, ազգային իղձերի ու գաղափարների համար անդադար պայքարելով: Ոչ թե «տա´նք, որ ավելի շուտ վարի գնանք»` դավադիր բանաձևով:
Զարմանալու ոչինչ չկա: Եթե մի երկրի ղեկավարը հինգ տարի շարունակ Նիկոլի նման մեկը լինի, պարզ է, որ միջազգայնորեն ճանաչված ինքնիշխան պետությունից «կադաստրի թուղթ» էլ կուզեն, «կեցության իրավունքի վկայական» էլ, «հողահատկացման որոշում» էլ կուզեն:
Փորձեք Նիկոլին հինգ տարով ներդնել որևէ հինավուրց երկրի վարչապետի պաշտոնում ու կտեսնեք, թե այդ երկրի «կադաստրի թուղթը» ինչպե՞ս է միջազգային հարաբերություններում ուժը կորցնում:
