ԵԱՀԿ-ն հայտարարել է Թուրքիայի նախընտրական քարոզարշավի ժամանակ ԶԼՄ-ների կողմնակալության եւ խտրականության մասին

Թուրքիայի նախագահական ընտրությունների երկրորդ փուլը հաջող է անցել և ընտրողներին հնարավորություն է տվել ընտրել իրական քաղաքական այլընտրանքների միջև, սակայն քարոզարշավի շրջանը բնութագրվում էր գնալով ավելի բորբոքված և խտրական ելույթներով: Այս մասին ասված է ընտրությունների արդյունքների վերաբերյալ ԵԱՀԿ հայտարարության մեջ։

ԶԼՄ-ների կողմնակալությունը և խոսքի ազատության շարունակական սահմանափակումները ստեղծել են անհավասար խաղի կանոններ և նպաստել գործող նախագահի չարդարացված առավելությանը, ասվում է միջազգային դիտորդների այսօրվա հայտարարության մեջ:

ԵԱՀԿ Ժողովրդավարական հաստատությունների և մարդու իրավունքների գրասենյակի (ԺՀՄԻԳ), ԵԱՀԿ Խորհրդարանական վեհաժողովի (ԵԱՀԿ ԽՎ) և Եվրոպայի խորհրդի խորհրդարանական վեհաժողովի (ԵԽԽՎ) համատեղ առաքելությունը պարզել է, որ թեեւ ընտրական մ,արմինները որոշ կանոններ են ներառել առաջին փուլից առաջ՝ ապահովելու հավասար հնարավորություններ, բայց օրենսդրությունը չի կարգավորում երկրորդ փուլի անցկացման կարևոր ասպեկտները, ինչը բացասաբար է անդրադառնում իրավական որոշակիության և իրավական դաշտի կայունության վրա:

Մինչ թեկնածուները կարող էին ազատ քարոզարշավ իրականացնել, որոշ ընդդիմադիր կուսակցությունների կողմնակիցները շարունակում էին ենթարկվել ահաբեկման և ոտնձգությունների: Երկու կողմերն էլ օգտագործել են սադրիչ և խտրական արտահայտություններ, որոնք ուղեկցվում էին ահաբեկչական կազմակերպությունների հետ համագործակցության փոխադարձ մեղադրանքներով։

«Հավասար մրցակցային դաշտի բացակայության և անարդար քարոզարշավի վերաբերյալ առաջին փուլի ընթացքում բարձրացված մտավախությունները աննկատ են մնացել, քանի որ գործող նախագահը շարունակել է օգտվել անհարկի առավելություններից», - ասել է ԵԱՀԿ կարճաժամկետ դիտորդական առաքելության հատուկ համակարգող և ղեկավար Ֆարահ Քարիմին: «Ցավոք, ավելի կոշտ հռետորաբանության կիրառումը, որը խտրական և բորբոքված էր, ավելի բևեռացրեց քաղաքական միջավայրը: Երեկ մեծ թվով ընտրողներ են եկել ընտրությունների, և չափազանց կարևոր է, որ հաղթողը իրական ջանքեր գործադրի Թուրքիայի ժողովրդի միասնությունն ապահովելու համար»։
