«Փաստ» օրաթերթը գրում է
Տեղեկությունը, որ Ռուսաստանը մտադիր է հյուպատոսարան բացել Կապանում, այլ իրավիճակներում, հնարավոր է, առանձնապես մեծ ուշադրության չարժանանար: Բայց ոչ այսօր ու ոչ մեր վիճակում: Առավել ևս, որ Կապանում վերջերս, ինչպես հայտնի է, հյուպատոսարան բացեց նաև հարևան ու բարեկամական Իրանը: Այդ զուգահեռությամբ Ռուսաստանի կողմից ևս նման քայլի հեռանկարը, ինքնըստինքյան, մղում է որոշակի դիտարկումների: Առհասարակ, հյուպատոսարան ունենալու հիմնական նպատակը, հասկանալի է, տվյալ պետության քաղաքացիների սպասարկման և շահերի պաշտպանությունն է դիվանագիտական առաքելության երկրում:
Իրանի կողմից Կապանում հյուպատոսարան բացելը, ինչպես նաև Ռուսաստանի կողմից այդ օրինակին հետևելու մտադրությունը կարելի է այդ առումով օրինաչափ համարել: Սակայն կոնկրետ այս դեպքում նման քայլը նաև որոշակի քաղաքական ենթատեքստ ունի: Առավել ևս, Իրանը չի էլ թաքցրել, որ Սյունիքը համարում է իր կենսական շահերին և հետաքրքրություններին ուղղակիորեն առնչվող և թույլ չի տա եղած սահմանների փոփոխություն: Պարզից էլ պարզ է, որ Իրանն այդպիսով լրացուցիչ ընդգծում է իր հետաքրքրվածությունը ու նաև որոշակի վճռականություն է ցուցադրում՝ իր շահերը պաշտպանելու տեսանկյունից: Նույնը, հասկանալի է, վերաբերում է Ռուսաստանին կամ Ռուսաստանի կողմից Կապանում հյուպատոսարան բացելու ցանկությանը (որոշմանը): Այս դեպքում ևս քաղաքական ենթատեքստն ակնհայտ է:
Հասկանալի է՝ Իրանը և Ռուսաստանը, ընդհանրապես որևէ երկիր, ամեն պարագայում, ուշագնաց չեն լինում «մեր սիրուն աչքերի» համար, առավել ևս՝ ՀՀ իշխանության «սիրուն աչքերի»: Բոլորն իրենց շահերն են պաշտպանում: Եվ այստեղ չափազանց կարևոր է փոխադարձ շահերի հստակ համադրումը: Այս առումով առաջնայինն այն է, որ, գոնե նախնական տպավորությամբ, Սյունիքը դիտարկվում է որպես «կարմիր գիծ»: Մյուս կողմից՝ առկա են հնարավոր կոմունիկացիաների հետ կապված որոշակի վերահսկողության հաստատման և ազդեցության ու դիրքերի թուլացման հնարավորության բացառման ուղղությամբ իրականացվող կոնկրետ քայլեր:
