Արցախի կառավարությունը հաղորդագրություն է տարածել, որում ասված է.

«Այսօր, ՌԴ խաղաղապահ զորակազմի աջակցությամբ ու ուղեկցությամբ, 28 անձինք տեղափոխվել են Արցախից Հայաստան, իսկ 27-ը՝ Հայաստանից Արցախ: Բոլորը հրատապ մարդասիրական կարիքներ ունեցող անձինք են, ներառյալ՝ առողջական, հարազատի խնամքի, ընտանիքի հետ վերամիավորման կարիքները:

Տեղափոխման հրատապ կարիքներ ունեցող հարյուրավոր այլ անձինք Արցախում և Հայաստանում սպասում են իրենց հնարավորությանը՝ չհաշված ոչ այնքան հրատապ նպատակներով երկու ուղղություններով երթևեկելու կարիք ունեցող հազարավոր անձանց:

Նշում.

Հաշվի առնելով Ադրբեջանի կողմից Արցախի 173-օրյա շրջափակման շարունակականությունը, ապրիլի 23-ից Լաչինի (Քաշաթաղի) միջանցքում ապօրինի անցակետի տեղադրումը և Արցախի քաղաքացիների հանդեպ ապօրինի հսկողական միջոցների կիրառումը, ՌԴ խաղաղապահ զորակազմի շարունակական անկարողությունը ապահովելու 2020թ. նոյեմբերի 9-ի եռակողմ հայտարարությամբ ամրագրված միջանցքի ռեժիմը, միջազգային հանրության շարունակական անկարողությունը ապահովելու ՄԱԿ-ի Արդարադատության միջազգային դատարանի փետրվարի 22-ի որոշումը՝ Լաչինի միջանցքով մարդկանց, մեքենաների ու բեռների անխափան տեղաշարժի երաշխավորման պահանջով, ինչպես նաև Արցախի բնակչության շրջանում օրեցօր խորացող մարդասիրական կարիքները՝ Արցախի Հանրապետության կառավարությունը՝

Ապօրինի է համարում 2022թ. դեկտեմբերի 12-ից մեկնարկած շրջափակումը և ապրիլի 23-ից ադրբեջանական անցակետի գոյությունը, ինչպես նաև՝ Արցախի քաղաքացիների, մեքենաների ու բեռների տեղաշարժի հանդեպ հսկողական միջամտություններն ու այլ խոչընդոտները.

Ընդգծում է այդպիսի պայմաններում Արցախի ժողովրդի հավաքական ու անհատական բազմաթիվ իրավունքների շարունակական ու սրվող խախտումների առկայությունը.

Շեշտադրում է Լաչինի միջանցքի՝ Եռակողմ հայտարարությամբ ամրագրված և ՄԱԿ-ի դատարանի որոշմամբ հաստատված ռեժիմի հրատապ վերականգնման և անվտանգության նախատեսված նվազագույն պայմանների ապահովման անհրաժեշտությունը.

Հայտարարում է, որ նախքան Լաչինի միջանցքի ռեժիմի լրիվ վերականգնումը՝ Արցախի կառավարությունը հնարավորինս կփորձի ՌԴ խաղաղապահ զորակազմի և Կարմիր խաչի միջազգային կոմիտեի աջակցությամբ և ուղեկցությամբ ապահովել իր քաղաքացիների հրատապ մարդասիրական կարիքների բավարարման համար միջանցքով որոշակի տեղաշարժը.

Ընդգծում է, որ Լաչինի միջանցքի ռեժիմի խախտման ու Արցախի շրջափակման պայմաններում միջանցքով ցանկացած տեղաշարժ չի կարող մեկնաբանվել որպես ադրբեջանական ապօրինի հսկողությունը լեգիտիմացնող և այդ տարածքների նկատմամբ ադրբեջանական գոյություն չունեցող իրավազորությունն ընդունող գործողություն, քանի որ այդ տեղաշարժերը կատարվում են հարկադրված՝ ելնելով Արցախի ժողովրդի հիմնարար իրավունքների ապահովման ու պաշտպանության խիստ անհրաժեշտությունից և Արցախի Հանրապետության իշխանությունների՝ սեփական ժողովրդի հանդեպ ունեցած պարտավորություններից:

Արձանագրում է, որ մարդասիրական խիստ սահմանափակ տեղաշարժը ոչ մի դեպքում չի կարող դիտարկվել որպես Արցախի շրջափակման ավարտ, քանի դեռ Լաչինի միջանցքում առկա են ադրբեջանական հսկողական միջամտություններն ու այլ խոչընդոտները»:
