«Աուդիտորների Պալատ»-ի նախագահ Նաիրի Սարգսյանի կարծիքով բենզինի գների վայրիվերումները միջազգային շուկաներում տեղի ունեցող փոփոխություններով պայմանավորելը սխալ է

Երբ բենզինի գների փոփոխության մասին խոսում է պաշտոնյան, ապա դա կարող է դիտվել որպես ոմանց շահերի հետապնդում։ Sputnik Արմենիայի հետ զրույցում այս տեսակետը հայտնեց Աուդիտորների պալատի նախագահ, տնտեսագետ Նաիրի Սարգսյանը` հակադարձելով Ազգային ժողովում ՀՀ մրցակցության պաշտպանության հանձնաժողովի նախագահ Գեղամ Գևորգյանի հայտարարությանը։
 
Գևորգյանը մայիսի 30–ին ԱԺ–ում հայտարարել էր բենզինի շուկայում գնային փոփոխությունների մասին` վկայակոչելով միջազգային շուկայում առկա միտումները։ Նա նշել էր, որ ՀՀ–ում առկա բենզինի վաճառքի գներն ավելի ցածր են, քան պետք է լինեն, և այդ գինը տնտեսապես կասկածներ է հարուցում ոչ թե բարձրացման, այլ ընդհակառակը՝ ցածր լինելու առումով։
 

«Եթե գների փոփոխության մասին հայտարարում է պետական պաշտոնյան, ապա դա կարող է նախ դիտվել որպես ոմանց շահերը պաշտպանելու նպատակով որոշակի շահ հետապնդելու առիթ` գործընկերներից պարգևատրումներ ստանալու անկնալիքով, և երկրորդ` պետական պաշտոնյայի խոսքը չպետք է լինի ազդակ կամ ուղղորդող հանգամանք բենզինի գների բարձրացման համար»,– ասաց Նաիրի Սարգսյանը։

Նրա խոսքով` վառելիքի հայաստանյան շուկան պահանջում է ավելի շատ հետազոտություն։
«ՄՊՀ–ն պետք է պատասխանի հարցին, թե ում դեմ կարող է ուղղված լինել դեմպինգը։ Բացառված չէ, որ նման քայլի կարող են դիմել շուկայում ներգրավված ինչպես նախկին, այնպես էլ ներկա տնտեսվարողները։ Երկու դեպքն էլ հավանական սցենար է»,– ասաց մեր զրուցակիցը։
Նա նշեց, որ վառելիքի հայաստանյան շուկայում հայտնվել են նոր խաղացողներ, և եթե նախկինում մրցակցում էին երկու–երեք տնտեսվարող, ապա այժմ ընկերությունների թվաքանակն ավելացել է, ինչի արդյունքում կարող է իրականացվել դեմպինգային քաղաքականություն։
 
«Ընդ որում` սփռված մեծածախ ու մանրածախ վաճառքի կետերից մեկի սեփականատերը հենց ԱԺ իշխող խմբակցության պատգամավոր է, հետևաբար չի բացառվում, որ որոշակի դեմպինգային քաղաքականություն լինի»,– նկատեց Աուդիտորների պալատի նախագահը։
Մրցակցության պաշտպանության հանձնաժողովում վկայակոչում են վառելիքի միջազգային շուկայի գները, սակայն, ըստ տնտեսագետի, այդ հանգամանքը մեծ ազդեցություն չէր կարող ունենալ ներհայաստանյան գնային քաղաքականության վրա։ Ըստ նրա` նավթի մեկ բարելի գնի նույնիսկ փոքր բարձրացումը բենզինի սակագնի մեջ առավելապես հինգ տոկոսից ավելի դերակատարում չի ունենա։
 
Հիշեցնենք` փետրվարի 9-ին լրագրողների հետ ճեպազրույցում ՀՀ էկոնոմիկայի նախարար Վահան Քերոբյանը հայտարարել էր, որ հայ տնտեսվարողները դիզվառելիքի ներմուծման խնդրի առաջ են կանգնել ռուսական նավթամթերքի նկատմամբ արևմտյան սանկցիաների պատճառով։ Եվ եթե անխափան մատակարարման խնդիրը չլուծվի, հայաստանյան շուկայում գներն ամենայն հավանականությամբ կբարձրանան։
 
2023 թ. սկզբին հայաստանյան լցակայաններում АИ- 95 (պրեմիում) տեսակի բենզինի 1 լիտրը վաճառվում էր 350 դրամով, АИ- 92 (ռեգուլյար) տեսակինը` 320-330 դրամով, դիզվառելիքի 1 լիտրը` 510 դրամով։ 2022թ–ի դեկտեմբերին АИ- 95 (պրեմիում) տեսակի բենզինի 1 լիտրը վաճառվում էր 420 դրամով, АИ- 92 (ռեգուլյար) տեսակինը` 400, դիզվառելիքի 1 լիտրը` 540 դրամով։
 
Այս պահին լցակայաններում «պրեմիում» տեսակի բեզինի մեկ լիտրն արժե 410 դրամ, «ռեգուլյար» տեսակինը` 380 դրամ։ Նախորդ ամիս բենզինի գները համապատասխանաբար եղել են 380 և 350 դրամ։
