ՀՀ ԱԺ նախագահի տեղակալ Հակոբ Արշակյանը հունիսի 6-ին մասնակցել է «Ապահովելով հասանելիություն բոլորին՝ Եվրոպա եւ տարածաշրջան» խորագրով Կապի եվրոպական գագաթնաժողովին:

Ողջունելով միջոցառման կազմակերպիչներին եւ մասնակիցներին՝ ԱԺ փոխնախագահն անդրադարձել է ինտերնետի կարեւորությանը, հնարավորություններին եւ մարտահրավերներին: «Վերջին քսան տարիների ընթացքում մարդկությունը զգալի մարտահրավերներ է հաղթահարել եւ նոր տեխնոլոգիական հեղափոխություն է իրականացրել ու այսօր ականատեսն ենք համակարգչային տեխնոլոգիաներով ու ինտերնետի միջոցով կառավարվող մեքենաների ու անօդաչու թռչող սարքերի, տեղեկատվության լայն հասանելիության»,- ասել է Հակոբ Արշակյանը՝ հավելելով, որ այս առաջընթացը ստեղծում է ինչպես մեծ հնարավորություններ, այնպես էլ լուրջ մարտահրավերներ:

Խոսելով հնարավորությունների մասին՝ նա արձանագրել է, որ ինտերնետի հասանելիությունը մարդկությանը տվել է այլընտրանքային կրթություն ստանալու, նոր տեխնոլոգիաների միջոցով կրթության հասանելիության մեծ հնարավորություններ, ինչը նախկինում դժվար էր պատկերացնել: ԱԺ նախագահի տեղակալն ինտերնետի եւ տեխնոլոգիաների զարգացման համատեքստում խոսել է նաեւ տրանսպորտային ու լոգիստիկ համակարգերի զարգացման կարեւորության մասին: «Ունենալով գլոբալ տեղորոշման համակարգեր, ինտերնետ` այժմ կարելի է աշխարհի ցանկացած կետում կողմնորոշվել»,- արձանագրել է նա:

Հակոբ Արշակյանի համոզմամբ Հայաստանն ինտերնետի հասանելիության տեսանկյունից բավականին լավ դիրքերում է ամբողջ աշխարհում. դրա մասին են վկայում նաեւ զբոսաշրջիկների արձագանքները: Նրա խոսքով սա ազդում է թե՛ մեր երկրի վարկանիշի, թե՛ զբոսաշրջության զարգացման, թե՛ մարդկանց կյանքի որակի վրա:

Անդրադառնալով մարտահրավերներին՝ նա կարծիք է հայտնել, որ դրանք առկա են թե՛ Հայաստանում, թե՛ ամբողջ աշխարհում: Այս համատեքստում ԱԺ փոխնախագահը խոսել է տեղեկատվական անվտանգության, ինտերնետի հասանելիության հարցում երեխաների համար որոշակի սահմանափակումների վերաբերյալ: Խորհրդարանի փոխխոսնակը նշել է, որ այս առումով օրենսդրական մակարդակում աշխատանք է տարվում՝ ընտանիքների, երեխաների, դպրոցների եւ որոշակի խմբերի համար անհրաժեշտ գործիքակազմ ստեղծելու նպատակով:

Կառավարության 2021-2026 թթ. ծրագրում բնակավայրերի 80 տոկոսը լայնաշերտ ինտերնետով ապահովելու նպատակ կա. այս մասին բարձրաձայնել է ՀՀ բարձր տեխնոլոգիական արդյունաբերության փոխնախարար Ավետ Պողոսյանը: Նա հավելել է, որ այժմ արդեն 66,6 տոկոսն ապահովված է լայնաշերտ ինտերնետով, ինչը ներառում է բնակչության 96 տոկոսը: Ըստ փոխնախարարի՝ դա բավականին լավ ցուցանիշ է:

Միջոցառման մասնակիցներին օնլայն ողջունել է համաշխարհային «Ինտերնետ հասարակություն» կազմակերպության վաստակավոր տեխնոլոգ Միչուկի Մուանգին: Հայաստանում ինտերնետի հասանելիության խնդիրների մասին խոսել է նաեւ «Ինտերնետ հասարակության Հայաստան հատված» հասարակական կազմակերպության նախագահ Իգոր Մկրտումյանը:

Երկօրյա գագաթնաժողովի նպատակն է համախմբել մասնագետներին եւ շահագրգիռ կառույցներին Հայաստանում եւ ամբողջ աշխարհում ու քննարկել հեռավոր համայնքներում ինտերնետ հասանելիություն ապահովելու հնարավորությունները: Պանելային քննարկումների ընթացքում ներկաներն արձանագրել են, որ ինտերնետ կապն այսօր առաջնահերթությունների շարքում է եւ ստեղծում է հավասար հնարավորություններ համայնքների համաչափ զարգացման համար, անդրադարձել լրացուցիչ ինտերնետ հասանելիության ապահովման մեխանիզմներին:
