Փակելով միջանցքը՝ Ադրբեջանը վերահաստատում է Արցախի բնիկ հայ ժողովրդի բնաջնջման իր մտադրությունը․ ԱՀ ՄԻՊ

Արցախի մարդու իրավունքների պաշտպան Գեղամ Ստեփանյանն անդրադարձել է Ադրբեջանի՝ Լաչինի միջանցքով բոլոր հումանիտար փոխադրումների արգելքին:
Հունիսի 15-ի առավոտյան Հակարիի կամրջի մոտ տեղի ունեցած ռազմական սադրանքից հետո Ադրբեջանը 2023 թվականի ապրիլի 23-ից ապօրինի տեղադրված անցակետում երկու ուղղություններով արգելափակել է բոլոր տեսակի՝ այդ թվում մարդկանց և բեռների հումանիտար փոխադրումները: Սրանով Ադրբեջանը հերթական անգամ կոպտորեն խախտում է 2020թ. նոյեմբերի 9-ի եռակողմ հայտարարությամբ սահմանված՝ անվտանգ և անխոչընդոտ փոխադրումը ապահովելու իր միջազգային պարտավորությունները և անտեսում է Արդարադատության միջազգային դատարանի՝ 2023թ. փետրվարի 22-ին հրապարակած որոշումը:
Ադրբեջանական կողմը Հակարիի կամրջի վրա ապօրինի տեղադրված անցակետով այսօր չի թույլատրել Կարմիր խաչի միջազգային կոմիտեի ուղեկցությամբ Արցախից Հայաստան 25 բուժառուի և նրանց ուղեկցող անձնաց փոխադրումը, որոնք ստիպված հետ են վերադարձել Ստեփանակերտ: Բացի այդ, չեղարկվել են նաև ռուսական խաղաղապահ զորախմբի ուղեկցությամբ հրատապ հումանիտար կարիք ունեցող անձանց, ինչպես նաև հումանիտար բեռներով մեքենաների պլանային փոխադրումները Ստեփանակերտ֊Գորիս մայրուղով։
Ադրբեջանն օգտագործում է բացառապես միայն ԿԽՄԿ և ռուս խաղաղապահների միջոցով դեպի Արցախ մարդասիրական փոխադրումների և օգնության իրականացման առանց այն էլ սահմանափակ հնարավորությունների խոչընդոտումը՝ որպես Արցախի խաղաղ բնակչության ահաբեկման, վախի տարածման, հոգեբանական ճնշման և Արցախում անտանելի կենսապայմաններ ստեղծելու լծակ:
Արցախի ժողովրդի համար Լաչինի միջանցքի կարևորությունն ու մարդասիրական նշանակությունը հստակ արտացոլվել են 2020թ. նոյեմբերի 9-ի հայտարարության մեջ, որով միջանցքի համար սահմանվել է հատուկ է ռեժիմ: Փակելով Արցախի ժողովրդի համար կենսական նշանակությունը ունեցող միջանցքը՝ Ադրբեջանը ոչ միայն կոպտորեն խախտում է իր միջազգային պարտավորությունները, այլև վերահաստատում է Արցախի բնիկ հայ ժողովրդի բնաջնջման իր իրական մտադրությունները:
Արցախի Հանրապետության մարդու իրավունքների պաշտպանը բազմիցս ահազանգել է միջազգային հանրությանը Լաչինի միջանցքում ապօրինի տեղադրված անցակետի հետևանքով Արցախի ժողովրդին սպառնացող գոյաբանական վտանգի մասին։ Այսօրվա միջադեպը ևս մեկ անգամ հաստատում է մեր մտահոգությունները և ընդգծում առկա սպառնալիքների աճող բնույթը, քանի որ Ադրբեջանի կողմից հումանիտար փոխադրումների դիտավորյալ և հանցավոր արգելափակումն ավելի են խորացնում Արցախի շրջափակման հետևանքով առաջացած հումանիտար ճգնաժամային իրավիճակը։
