Հոկտեմբերի 19-ի առաջարկով խաղաղապահները պետք է տեղակայվեին նաև Մեղրիում, դա կարմիր գիծ էր ինձ համար․ վարչապետ

2020 թվականի հոկտեմբերի 19-ին հնչեց մի նոր գաղափար ևս՝ որպես պատերազմը դադարեցնելու լրացուցիչ պայման:
Այդ մասին 44-օրյա պատերազմի քննիչ հանձնաժողովի նիստին հայտնեց Նիկոլ Փաշինյանը։
Վարչապետը նշեց, որ պատերազմը դադարեցնելու լրացուցիչ պայման-գաղափար է հնչել՝ խաղաղապահներ տեղակայել նաև Մեղրիում՝ ապահովելու Ադրբեջանի արևմտյան շրջանների հաղորդակցությունը Նախիջևանի հետ։
Փաշինյանը հայտարարեց, որ այս տարբերակին չի համաձայնել։
«Խաղաղապահներ պետք է տեղակայվեն ոչ միայն Ղարաբաղում և Լաչինի միջանցքի երկայնքով, այլև Մեղրիում՝ ապահովելու Ադրբեջանի արևմտյան շրջանների հաղորդակցությունը Նախիջևանի հետ: Ես չհամաձայնվեցի նաև դրան. չհամաձայնվեցի, որ ՀՀ տարածքում ՀՀ վերահսկողության տակ չգտնվող շերտ, այսինքն՝ միջանցք ստեղծվի՝ ասելով, որ ճանապարհին համաձայն եմ, միջանցքին՝ ոչ:
Այսինքն՝ իմ դիրքորոշումը ինչպես հիմա, նախկինում էլ եղել է, որ ես կարծում եմ՝ այո՛, ճանապարհները պետք է բացվեն, այո,՛ Ադրբեջանի արևմտյան շրջանները պիտի Նախիջևանի հետ կապի հնարավորություն ունենան, բայց դա չի կարող լինել միջանցք, և դա պետք է լինի ՀՀ ինքնիշխանության և իրավազորության ներքո։ Խաղաղապահների տեղակայումը Մեղրիում ինձ համար կարմիր գիծ էր»,- ներկայացրեց վարչապետը:
Նա նաև հավելեց, որ հոկտեմբերի 19-ի առաջարկի համատեքստում պատերազմը կանգնեցնելու պայմանները հետևյալն էին:
«Բոլոր 7 շրջանները անցնում են Ադրբեջանի վերահսկողության տակ, ԼՂ կարգավիճակի հարցը թողնվում է անորոշ, ԼՂԻՄ այդ պահին արդեն կորսված տարածքները մնում են Ադրբեջանի վերահսկողության ներքո, իսկ այդ պահին ԼՂԻՄ էական տարածքներ արդեն Ադրբեջանի վերահսկողության ներքո էին:
Շուշին հանձնվում է Ադրբեջանին, Մեղրիում տեղակայվում են խաղաղապահներ, և փաստացի ստեղծվում է միջանցք, այսինքն՝ մեր վերահսկողության ներքո չգտնվող շերտ՝ Ադրբեջանը Նախիջևանին կապող. նման պայմաններին ես չէի կարող համաձայնվել, որքան էլ հասկանում էի իրադրության ծանրությունը»,- շեշտեց Փաշինյանը:
