Արցախի Հանրապետության Մարդու իրավունքների պաշտպան Գեղամ Ստեփանյանն ուղերձ է հղել փախստականների համաշխարհային օրվա առթիվ։

Ուղերձում, մասնավորապես, ասվում է․

«Փախստականների համաշխարհային օրն առիթ է նորից խոսելու փախստական և բռնի տեղահանված անձանց իրավունքների մասին։ Թեև տարբեր հարթակներում մշտապես բարձրաձայնվել են Ադրբեջանի ագրեսիվ գործողությունների հետևանքով փախստականի և բռնի տեղահանվածի կարգավիճակում հայտնված հազարավոր հայերի իրավունքների մասին, սակայն բարձրացված հարցերը միջազգային հանրության կողմից այդպես էլ հասցեական ուշադրության չեն արժանացել։

Բաքվում, Սումգայիթում, Կիրովաբադում և Խորհրդային Ադրբեջանի մի շարք այլ բնակավայրերում տեղի ունեցած ջարդերի և տեղահանության, ինչպես նաև 1990-ականներին Արցախի դեմ սանձազերծված ագրեսիվ պատերազմի հետևանքով ավելի քան 500,000 հայեր դարձել են փախստական, որոնք, ցավոք սրտի, իրենց կարգավիճակից բխող անհրաժեշտ ուշադրության և աջակցության չեն արժանացել մինչև այսօր։

2020 թվականի աշնանն ադրբեջանական ագրեսիան հանգեցրել է Արցախի շուրջ 40 000 քաղաքացիների բռնի տեղահանության, որի հետևանքով մարդիկ կորցրել են իրենց հայրենի տները, հողերը և ունեցվածքը։ Նրանց թվում են մարդիկ, որոնք արդեն երրորդ անգամ են տեղահանվել ադրբեջանական շարունակական ագրեսիայի պատճառով: Ապաստանելով հիմնականում Արցախի այլ բնակավայրերում և Հայաստանի Հանրապետությունում՝ նրանք պատերազմից ավելի քան երկուսուկես տարի անց էլ շարունակում են բախվել սոցիալ֊հոգեբանական բազմաթիվ խնդիրների թե՛ Հայաստանում, թե՛ Արցախում կենսագործունեության գրեթե ամեն քայլափոխի։

Այսօր ավելի քան 15000 բռնի տեղահանվածներ ապրում են Արցախում շրջափակման մեջ՝ պայքարելով ինչպես տեղահանության, այնպես էլ շրջափակման հետևանքների դեմ։ Արցախի շրջափակման արդյունքում նրանց համար նախատեսված շուրջ 3700 բնակարանների կառուցումը կասեցվել է՝ Արցախ ներկրված շինանյութի բացակայության պատճառով։ Մարդիկ շարունակում են ապրել ժամանակավոր կացարաններում, հյուրանոցներում և հանրակացարաններում։

Շրջափակման հետևանքով Արցախի պետական բյուջեի առջև ծառացած խնդիրների պատճառով Հայաստանում և Արցախում ժամանակավոր կացարանի կարիք ունեցող շուրջ 30 000 բռնի տեղահանված անձինք ժամանակին չեն ստանում բնակարանի վարձի ամսական փոխհատուցումը, ինչի հետևանքով նրանց սոցիալական վիճակն ու բնակարանային պայմանները զգալիորեն վատթարանում են։

Կենսական ենթակառուցվածքների մշտական խաթարման, թերսնման, առաջին անհրաժեշտության ապրանքների և ծառայությունների բացակայության, Ադրբեջանի գործողություններից բխող անվտանգության սպառնալիքների պայմաններում փախստականի և բռնի տեղահանված անձանց հոգեկան առողջությունն ավելի է վատանում՝ ի հավելումն նրանց արդեն իսկ գոյություն ունեցող հոգեբանական խնդիրների։

Սրանք ընդամենը խնդիրների մի մասն են։ Բռնի տեղահանված և փախստական անձանց իրավունքների և խնդիրների վերաբերյալ ՄԻՊ աշխատակազմի կողմից պատրաստվում է զեկույց, որը կհրապարակվի առաջիկայում՝ մանրամասն ներկայացնելով առկա բոլոր մարտահրավերները։

Միջազգային հանրությունը՝ ի դեմս ՄԱԿ-ի Փախստականների հարցերով գերագույն հանձնակատարի գրասենյակի, պետք է անհապաղ միջոցներ ձեռնարկի հայ փախստականների և բռնի տեղահանված անձանց իրավունքների պաշտպանությունն ապահովելու համար»,- ասվում է հաղորդագրությունում։
