«Փաստ» օրաթերթը գրում է

Աշխատանքի և սոցիալական հարցերի նախարարությունն առաջարկում է լրացում կատարել կառավարության 2021 թ. փետրվարի 4-ի N 141-Ն որոշման մեջ: Այս նախագծի անհրաժեշտությունը պայմանավորված է ԱԺ-ի կողմից՝ 2023 թ. ապրիլի 13-ին «Զինվորական ծառայության և զինծառայողի կարգավիճակի մասին» օրենքում փոփոխություններ և լրացումներ կատարելու մասին» ՀՕ-126-Ն օրենքի ընդունմամբ։ Նշվում է, որ այդ օրենքով ընդլայնվել է կառավարության 2021 թ. փետրվարի 4-ի թիվ 141-Ն որոշմամբ սահմանված պարգևավճար ստանալու իրավունք ունեցող անձանց շրջանակը։ Այդ պատճառով անհրաժեշտ է «Զինվորական ծառայության և զինծառայողի կարգավիճակի մասին» օրենքից բխող՝ կառավարության 2021 թ.-ի փետրվարի 4-ի N 141-Ն որոշման մեջ կատարել համապատասխան լրացում։

Մասնավորաբար, նախագծով առաջարկվում է որոշման հավելվածում կատարել լրացում, ըստ որի՝ պարգևավճարի իրավունք ունեն աշխատանքային կենսաթոշակ կամ ծերության նպաստ կամ հաշմանդամության նպաստ կամ կերակրողին կորցնելու դեպքում նպաստ ստանալու իրավունք ունեցող հետևյալ կատեգորիաների անձինք՝ ՀՀ պաշտպանության մարտական գործողությունների մասնակիցները՝ 5000 դրամ և «Մարտական խաչ» շքանշանով պարգևատրված անձինք 15000 դրամ։ Նախագծի ընդունման պարագայում ՀՀ 2023 թ. պետական բյուջեում եկամուտները չեն փոխվի, իսկ ծախսերը կավելանան։

Ըստ պաշտպանության նախարարությունից ստացված տվյալների, ներկայում օրենքով սահմանված կարգով մարտական գործողությունների մասնակցի կարգավիճակ ստացած և զինվորական կենսաթոշակի իրավունք չունեցող կամ զինծառայող չհանդիսացող անձանց թիվը կազմում է մոտ 5000: Այս դեպքում լրացուցիչ ծախսը 2023 թ.-ին կկազմի առավելագույնը 175 մլն դրամ (5000 (անձանց թիվ) x 5000 (դրամ)x 7(ամիս))։ Միաժամանակ, մինչ այժմ Աշխատանքի և սոցիալական հարցերի նախարարություն է դիմել «Մարտական խաչ» շքանշանով պարգևատրված, զինվորական կենսաթոշակի իրավունք չունեցող 1 անձ։ Այս դեպքում 2023 թ.- ին ծախսը կկազմի տարեկան շուրջ 105 000 դրամ (15000 (դրամ)x 7 (ամիս))։
